信息技术型人力资本与农业经济增长的关系研究

【摘要】:农村低层次的经济结构和人力资本积累的严重不足,明显制约着传统人力资本对我国农业经济增长作用的发挥。而现代信息技术以其极强的适用性、创新性和融合力已经有效的应用在我国农业领域。国家统计局和中国互联网络信息中心的相关数据表明,我国已经具备信息技术发展的物质条件和人力资源条件,因此,利用现代信息技术改造我国农业已经有了可能。信息技术型人力资本正是在上述背景下应运而生的,它作为一种新型的资源性要素,可以实现网络间要素流动、资源互换和信息扩散,通过改变知识的传播速度、存储速度和存储量,提高人的知识和能力,进而提升生产的效率和效果。那么,可不可以利用信息技术型人力资本改造我国的传统农业;在农业领域,信息技术型人力资本又是如何形成的,它与农业经济增长之间会是什么样的关系;是否可以利用信息技术型人力资本促进农业经济增长,如果可以,其作用路径是什么,又该如何增强这种促进作用?为了解决上述问题,本研究在全面梳理国内外关于人力资本与经济增长的关系、人力资本结构与经济增长的关系、农业信息技术等方面的研究动态基础上,尝试从管理学的角度,基于信息技术型人力资本结构的视角,研究信息技术型人力资本与农业经济增长的关系。首先基于人力资本理论、经济增长理论以及信息技术型人力资本理论,构建信息技术型人力资本与经济增长关系的基本理论框架。从农业经营主体角度,将信息技术型人力资本分为个人信息技术型人力资本、涉农企业信息技术型人力资本和政府信息技术型人力资本三类,认为这三类信息技术型人力资本有机结合构成了信息技术型人力资本的主体类别结构;而不同主体类别结构的信息技术型人力资本的内部结构又均是由传统人力资本、组织资本、社会资本组成。其次,运用规范分析法,在理论上重点探讨不同主体类别结构信息技术型人力资本的形成过程,以及与农业经济增长的相互作用机理。再次,通过实证分析,对信息技术型人力资本与农业经济增长的关系以及信息技术型人力资本对农业经济增长的作用路径和作用大小进行研究。实证研究主要包括三部分:第一,通过构建信息技术型人力资本存量评价指标体系,应用因子分析法对我国信息技术型人力资本进行测度;第二,通过向量误差修正模型(VECM),从动态的角度探讨信息技术型人力资本与农业经济增长之间的相互关系;第三,采用线性回归分析的方法,研究了信息技术型人力资本对传统人力资本的作用,信息技术型人力资本和传统人力资本分别、以及二者相结合对农业经济增长的作用。最后,从多个角度探索提升信息技术型人力资本水平路径与方法。本研究通过系统分析发现:(1)信息技术不仅可以直接满足不同农业经营主体的信息需求,还可以与其相结合,形成不同主体类别结构的信息技术型人力资本,改变传统的农业生产经营方式,直接或间接影响农业经济增长;(2)不同主体类别结构的信息技术型人力资本均是在不同主体使用现代信息技术收集存储信息、利用、加工处理和传播信息,通过提高各自的传统人力资本、优化组织资本和社会资本这一过程中逐渐形成的;(3)不同主体类别结构的信息技术型人力资本与农业经济增长之间是相互关联、互为依托、共同促进的良性互动循环关系;(4)我国信息技术型人力资本主要受软件设施因子、硬件设施因子和信息传播程度因子的共同影响,各因子对信息技术型人力资本的贡献率分别为40.7%、36.4%和21.3%;(5)我国信息技术型人力资本与农业经济增长之间已经形成了相互促进的良性循环关系;(6)信息技术型人力资本是通过对传统人力资本的提升这一路径,进而达到改造传统农业、促进农业经济增长的效果;(7)信息技术型人力资本和传统人力资本,不仅分别会对农业经济产生正向的促进作用,而且二者相结合,也会对农业经济产生推动作用。本研究的创新之处有以下三点:第一,首次构建了信息技术型人力资本存量评价指标体系,并对我国的信息技术型人力资本存量进行估算;第二,从理论和实证两方面证明了我国信息技术型人力资本与农业经济增长的相互促进关系;第三,探索了信息技术型人力资本对农业经济增长的作用路径和作用大小。
[Abstract]:A serious shortage of economic structure and the low level of rural human capital accumulation, significantly restricts the human capital to the economic growth of China's agriculture and the role of modern information technology with its strong applicability, innovative applications and integration of force has been effective in China's agricultural fields. The National Bureau of statistics and related data Chinese Internet Network Information Center shows that China already has the development of information technology, physical conditions and human resources, therefore, agricultural transformation in China by use of modern information technology has been possible. Information technology human capital is under the above-mentioned background, it as a new element of resources, can be achieved the network element flow, exchange of resources and information diffusion, by changing the knowledge propagation speed, storage speed and storage capacity, improve people's knowledge and ability, and improve production efficiency And effect. So, can the use of information technology to human capital transformation of China's traditional agriculture; in the field of agriculture, information technology and human capital is formed, between it and the agricultural economic growth is what kind of relationship; whether can the human capital to promote agricultural economic growth, the use of information technology if you can what is the role of the path, and how to enhance the promoting effect? In order to solve these problems, in this study, a comprehensive review about the relationship between human capital and economic growth, human capital structure and economic growth relations, research on dynamic base of agriculture information technology and other aspects, try from the perspective of management the structure of information technology based on the perspective of human capital, the relationship between human capital and economic growth of agriculture information technology research. Firstly, based on human capital theory, and the theory of economic growth Information technology human capital theory, the basic theoretical framework of the relationship between information technology human capital and economic growth. From the perspective of agricultural enterprises, information technology will be the type of the human capital is divided into personal information technology human capital, information technology enterprise human capital and government information technology human capital three, that these three types of information technology organic combination of human capital constitute the main body of information technology human capital structure and the internal structure of categories; information technology human capital structure and the different main categories are from the traditional human capital, organizational capital and social capital. Secondly, using the method of normative analysis, in theory, to focus on the formation process of different subjects the category structure of information technology human capital, and agricultural economic growth and the interaction mechanism. Thirdly, through the empirical analysis on Information Technology The relationship between human capital and economic growth of agriculture and information technology human capital to study the function and effect of agricultural economic growth path. The empirical research mainly includes three parts: first, through the evaluation index system of human capital construction of information technology, the application of factor analysis to measure the information technology based on human capital in China; second, the vector error correction model (VECM), to explore the relationship between information technology human capital and agricultural economic growth from the dynamic point of view; third, using the method of linear regression analysis, studied the effect of information technology on the traditional human capital, human capital, information technology, human capital and traditional human capital respectively. On the agricultural economic growth and the combination of the two. Finally, explore the path of ascension and the level of information technology from the perspective of human capital Method. Through the systematic analysis found that: (1) information technology not only can meet the needs of different agricultural business entities and information needs, can also be combined with information technology, the formation of human capital in different subject categories structure, change the mode of traditional agricultural production and management, directly or indirectly affect the agricultural economic growth; (2) different the main categories of structure information technology human capital are used in different subjects to use modern information technology to collect information, storage, processing and dissemination of information, by improving the traditional human capital of their own, gradually optimize the organizational capital and social capital in this process; (3) the main structure between different categories of information technology type human capital and agricultural economic growth are related to each other, rely on each other, and jointly promote the benign interaction cycle; (4) information technology based on human capital in China is mainly controlled by software Effect of common facilities factor, hardware facilities factor and information dissemination factor, the factor of information technology human capital contribution rate were 40.7%, 36.4% and 21.3%; (5) information technology in our country human capital and the growth of agricultural economy has formed a benign cycle between the promotion of information; (6) technical type human capital is based on the traditional human capital improvement in the path, and achieve the transformation of traditional agriculture, promote agricultural economic growth effect; (7) information technology human capital and the human capital, not only will have a positive effect on the agricultural economy, and the combination of the two, will also promote the role of the agricultural economy. The innovations of this study are the following three points: first, for the first time to construct the evaluation index system of information technology human capital stock, and China's information technology human capital stock Estimate; second, prove the mutual promotion relationship between information technology human capital and agricultural economic growth from two aspects of theory and empirical analysis; third, explore the role and path of information technology human capital to agricultural economic growth.
