合肥市社区社会组织发展中的问题与对策研究

【摘要】:自十八大以来,我国政府高度重视基层组织在社会发展中的作用,着力推动基层力量的建设与发展。在党的十八届三中全会上,我党再次强调"激发社会组织活力",并于2015年9月由中共中央办公厅印发了《关于加强社会组织党的建设工作的意见(试行)》,对我国社会组织党务工作者队伍建设进行了较为明确的规划与部署,将我国社会组织建设问题提升至新的战略性高度。我国现有社会组织56.1万个,比2009年增加了近14万个,其中社会团体29.4万个,基金会3736个,民办非企业单位26.4万个,增势之猛实属罕见。但在这喜人的增势背后,社会组织,尤其是社区社会组织在自身综合实力、人员素质水平、人力资源管理等方面的问题也日益凸显。根据我国民政部对社会组织的划分,可将其分为三类,即基金会、社会团体、民办非企业单位,其中后两者是社区社会组织的主要组成部分。社区社会组织作为社会组织中根基最为薄弱、人员需求最紧迫的特殊类别,在组织转型和人力资源管理等方面都缺乏统—的系统化管理模式。同时,又由于其资金来源渠道较为狭窄,仅通过政府购买和基金会专项资金的支持很难满足大型服务项目的人员支出,必须借助—些来自社区或社会人士的帮助才能顺利进行,所以需依赖大量的志愿者和临时性人员,在人员管理和资金运作方面常常存在漏洞,使得组织经费收支和社区居民需求间的矛盾愈演愈烈,亟待解决。本文聚焦于合肥市的社区社会组织,通过对包河区、蜀山区、瑶海区、肥东县等多家社区社会组织的抽样调研和实地访谈,对我市社区社会组织的发展现状进行相应的总结,从外部环境、人力资源管理、组织运行三个层面分析合肥市社区社会组织在发展过程中所遇困境,并构建相应的解决途径。
[Abstract]:Since the 18 National Congress, the Chinese government has attached great importance to the role of grass-roots organizations in social development, and has focused on promoting the construction and development of grass-roots forces at the third Plenary session of the 18 CPC Central Committee. In September 2015, the CPC Central Committee General Office issued the opinions on strengthening the Party Building of Social organizations (on a trial basis). In this paper, we have made a clear plan and arrangement for the construction of party affairs workers in social organizations in our country, which has raised the construction of social organizations to a new strategic height. There are 561,000 existing social organizations in our country. There were nearly 140,000 more than in 2009, including 294,000 social organizations, 3,736 foundations and 264,000 non-enterprise units run by the people. It is rare to increase the strength of social organizations, especially the community social organizations in their own comprehensive strength, personnel quality level. According to the division of the Ministry of Civil Affairs to social organizations, it can be divided into three categories, namely foundations, social organizations, private non-enterprise units. The latter two are the main components of the community social organization. As a social organization, the community social organization has the weakest foundation and the most urgent personnel needs. In the aspects of organizational transformation and human resource management, there is a lack of systematized management model. At the same time, because of its narrow funding sources. Support from government purchases and foundation funds alone is difficult to meet the needs of large service providers and must be supported by some help from the community or the community. Therefore, relying on a large number of volunteers and temporary personnel, there are often loopholes in personnel management and fund operation, which makes the contradiction between the income and expenditure of organizations and the needs of community residents intensified. This paper focuses on the community social organizations in Hefei, through sampling investigation and field interviews of many community social organizations, such as Baohe District, Shushan District, Yaohai District, Feidong County and so on. From the external environment, human resource management and organization operation, the paper analyzes the difficulties encountered by the community social organizations in Hefei in the process of development. And construct the corresponding solution.
