广西百色市农村中小学支教工作管理研究

【摘要】:百色市长期处于经济发展落后状况,在教育投入上也长期处于力不从心的状态。在教育均衡发展方面,百色市与广西先进地市有较大的差距,与“北上广”大城市的差距更是巨大。百色市教育发展不均衡,主要表现在城乡教育发展的不均衡。百色市城乡教育发展不均衡具体表现在硬件与软件的建设不均衡。在硬件建设方面,城区学校的硬件建设较为完善,开展教育教学活动所需的教学场所、教学仪器设备配备完善,且配备标准相对较高;农村学校在硬件建设上还有待完善,一些教育教学活动必须的教学场所及教学仪器设备配备还不够完善,且已配备硬件的标准也相对较低。在软件建设方面,城区学校在教育信息资源、教育教学改革与研究以及教师队伍建设等方面享受着“近水楼台先得月”的巨大优势;而农村学校则往往处于与这些软件建设资源“若即若离”的尴尬境地。解决百色市城乡教育发展不均衡问题,加大对百色农村学校的硬件建设投入固然重要,但更为关键在于通过加强农村中小学教师队伍建设破解城乡间教师资源配置不均衡。笔者认为,通过选派一批城区优秀骨干教师到农村中小学开展支教工作,可以作为破解城乡教师资源配置不均衡的重要举措。区优秀骨干教师在受援的农村学校中,积极发挥教育教学能力优势以及原学校教育资源优势,带动农村学校教师提升教学质量和业务水平,从而提升农村中小学的教育质量,缩小城乡间教育的差距。基于这样的观点,笔者从教育行政管理人员视角,从教育管理角度对百色市农村中小学支教工作管理进行了调查研究。笔者根据调查研究需求设计了针对百色市农村中小学支教工作管理的调查问卷,分别对百色市农村中小学支教工作管理相关支教教师、教育行政部门支教工作管理人员、学校支教工作管理人员、支受两校师生展开问卷调查,同时还对其中一些支教工作相关人员进行了访谈,掌握了大量一手材料。因为本文最终要从教育管理角度进行研究,笔者还查阅了大量教育行政部门的文件资料,掌握了大量官方对支教工作管理的情况。通过对材料的整理、归纳和分析,笔者发现百色市农村中小学支教工作管理存在四方面问题:一是支教工作管理人员不足,管理缺位较严重;二是支教工作管理制度不健全;三是支教政策宣传不够;四是支教工作管理效果不佳。在对百色市农村中小学支教工作管理存在问题进行深入归因分析后,笔者认为存在问题的主要原因是对支教工作管理的认识不够,重视不够,人力资源配备不足,管理制度不健全等。要改善和加强百色市农村中小学支教工作管理,必须实事求是地结合百色市实际情况开展支教工作,最后提出了五方面建议:一是要提高认识,加强领导,配足配强管理人员;二是要加强制度建设与创新,建立并完善支教教师选派制度及支教教师管理与考核制度等,用制度规范和促进支教工作管理;三是要加强支教政策文件的学习和宣传,提高百色市教师对支教政策的知晓率,同时还要注重对支教政策文件的贯彻落实,大力树立支教教师典型,营造良好的支教工作氛围;四是要注重管理实效,创新支教工作管理方式方法。要加强对支教教师及其他支教工作管理人员的培训,提升支教工作管理人员的业务水平;落实政策保障措施和经费保障措施,切实保障支教教师合法权益,为支教教师安心开展支教工作解决后顾之忧;五是要积极向自治区党委、政府争取更多优惠的支教工作政策,同时要敢于创新,敢于“借他山之石攻我之玉”。笔者希望通过对百色市农村中小学支教工作管理的研究,为百色市教育局了解目前百色市农村中小学支教工作管理情况以及加强对百色市农村中小学支教工作的科学化管理提供直接地帮助,也希望为政府探索适合百色市的城乡教师交流机制和破解城乡教育发展不均衡提供实践与理论的参考。
[Abstract]:Baise in the long-term backward situation of economic development, investment in education is long-term in a powerless state. Baise education development is not balanced, mainly in the development of urban and rural education is not balanced the construction and development of Baise urban and rural areas. Education is not balanced in the performance of specific hardware and software is not balanced. In the hardware construction, the hardware construction of city schools more perfect, carry out education and teaching activities required for teaching facilities, teaching equipment equipped, and equipped with a relatively high standard; rural schools in hardware construction remains to be perfect, some the teaching activities must be teaching place and teaching instrument equipment is still not perfect, and is equipped with hardware standard is relatively low in software construction. In the city, the school of education information resources, teaching reform and research and teacher team building to enjoy a huge advantage First come, first served. "; rural schools are often in the construction of software resources and" neither friendly nor aloof embarrassment. To solve the problem of unbalanced development of Baise urban and rural education, increase in rural areas of Baise the school hardware construction investment is important, but even more crucial is that by strengthening the construction of teachers' team to crack the city and countryside teachers uneven allocation of resources in rural primary and secondary schools. The author thinks that, by selecting a number of outstanding teachers of urban to rural primary and secondary schools to carry out teaching work, can be used as an important measure to crack the uneven allocation of teachers resources in urban and rural area of outstanding. The backbone teachers in rural schools recipient, actively play the teaching ability and primary school education resources advantage, drive The rural school teachers to improve the teaching quality and service level, so as to enhance the quality of primary and secondary education in rural areas, narrowing the gap between urban and rural education. Based on this point of view, the author from the perspective of educational administration personnel, education and management from the perspective of Baise rural primary and secondary branch staff management were investigated. According to the investigation of the demand of the design according to the Baise rural primary and secondary school teaching management questionnaire, respectively in Baise rural primary and secondary school teaching management work related to the teachers, the education administrative departments of education management work, management of school teaching work, supported by both teachers and students questionnaires, also conducted interviews of some volunteer work related personnel, to master a lot of a hand materials. Because this paper finally conducts the research from the angle of education management, the author also consulted a large number of administrative department of Education The documents, to master a lot of official zhijiaogongzuo management situation. Based on the material sorting, summary and analysis, the author found that there are four aspects of management education in Baise rural primary and secondary schools: one is teaching staff shortage, lack of management is serious; two is the work of teaching management system is not perfect; the three is to support education policy advocacy is not enough; four is the zhijiaogongzuo management ineffective. The existing problems in the in-depth analysis of attribution education in middle and primary schools in Baise rural work management, the author thinks that the main reason of the problem is not enough, to teach the management of knowledge is not enough, the lack of human resources, management system is not perfect. To improve and strengthen management education in Baise rural primary and secondary schools, to be honest with the actual situation in Baise to carry out teaching work, finally puts forward five aspects of suggestions: one is To raise awareness, strengthen leadership, equipped with strong enough management personnel; the two is to strengthen the system construction and innovation, establish and perfect the teachers and the teachers selected the system management and evaluation system, using the system to regulate and promote the work of teaching management; the three is to strengthen the support policy for the study and publicity, improve the teachers in Baise to support policy awareness, but also pay attention to the implementation of education policy documents, establish typical teachers vigorously to create a good working atmosphere, education; the four is to pay attention to the effectiveness of management methods, management innovation education. To strengthen the education of teachers and other education management personnel training, improve teaching management staff the level of business; implement the policy measures and funds safeguard measures, and effectively protect the legitimate interests of the teachers, for teachers to carry out relief work to solve branch Worry; five is to actively to the Autonomous Region Party committee, the government for more preferential policies and education work, to dare to innovate, dare to borrow outside the box I attack the jade ". The author hopes that the research work of teaching management in elementary and secondary schools in rural areas of Baise, Baise Bureau of education provides the scientific management of teaching solution of the current primary and secondary schools in Baise the rural work management and strengthen the education of primary and middle schools in Baise rural areas directly help, hope for Baise urban and rural teachers' communication mechanism and break the urban and rural education development is not balanced to provide theory and practice reference for the government to explore.
