国家科技政策智库咨询能力建设的路径模式

【摘要】:[目的/意义]针对我国科技政策智库能力建设存在的问题——前瞻研究能力不足、人力资源能力不够、知识集成能力欠缺、数据资源落后、项目随机性较大、影响力不够,分析了原因:我国科技政策咨询有效需求不足,对科技政策咨询的新形势应变不及时,事业编制的身份可能限制智库发展。[方法/过程]从咨询服务能力的培育、咨询服务能力的提升、咨询服务能力的拓展三个层次,构建了我国科技政策咨询服务能力建设体系。[结果/结论]我国科技政策咨询服务能力的培育策略包括人力资源建设、数据资源建设、前瞻研究能力建设、组织管理能力建设和组织文化建设;科技政策咨询服务能力的提升包括市场竞合策略、知识集成策略、项目管理策略、学术传播策略;科技政策咨询服务能力的拓展包括对咨询理念、咨询方式、咨询职能的深度拓展。根据咨询过程要素中能力的相互关系,首次提出我国科技政策咨询能力提升的策略模型。
