ND公司绩效管理有效性提升策略研究

【摘要】:长期以来,农业适度规模经营主体发展受制于资本不足,融资难、融资贵的问题十分突出。为推进农业现代化,解决“三农”融资难、融资贵、融资慢的问题,根据国家要求,各省、市、自治区都相继成立了农业信贷担保公司,并逐步开始建立市县分支机构,组建农业信贷担保体系。S省农业信贷融资担保公司(以下简称ND公司)成立于2016年1月,作为以从事粮食生产和农业适度规模经营的新型经营主体为融资担保服务对象、背负着解决“三农”“融资难”、“融资贵”重要使命的政策性国有独资企业,ND公司在成立之初就面临着政策限制多、主营业务盈利能力弱、银担合作开展难、业务拓展缓慢,员工以新人居多、背景复杂、管理困难等问题,人力资源管理面临着相当大的压力。公司坚持把推进绩效管理作为提升公司管理水平、促进业务开展的根本途径,做了大量工作。如何科学评价目前所进行的绩效管理工作的成效,如何进一步提高绩效管理的有效性,是农业信贷融资担保类公司面临的普遍问题。本文主要以ND公司绩效管理现状为基础,依据相关理论构建绩效管理有效性评价指标体系,通过评价指标体系对ND公司绩效管理的有效性进行评价,同时采取案例分析法、图表分析法以及统计分析等方法研究查找影响ND公司绩效管理有效性的原因,探索研究提升绩效管理有效性的策略,以期为ND公司突破管理瓶颈、更好实现战略目标提供决策参考。通过对ND公司绩效管理有效性的评价分析,笔者发现影响ND公司绩效管理有效性的原因主要表现在公司管理层对绩效管理的主观认识不足、公司在绩效目标制定中缺乏科学的指标选取方法、公司绩效考核评价方法过于单一以及绩效考核结果没有得到合理应用等几个方面,文末针对这些存在的问题和不足,围绕提升ND公司管理者和员工对绩效管理的认识、优化ND公司绩效管理指标体系以及完善ND公司绩效管理的配套机制等几方面提出了可行性策略。
[Abstract]:For a long time, the development of agricultural moderate scale management has been restricted by the shortage of capital, the difficulty of financing and the problem of expensive financing. In order to promote agricultural modernization and solve the problems of "three agricultural" financing difficulties, financing expensive and slow financing, according to the requirements of the country, Every province, city and autonomous region have successively set up agricultural credit guarantee companies, and gradually began to set up municipal and county branches, and set up agricultural credit guarantee system .S province agricultural credit financing guarantee company (hereinafter referred to as ND company) was established in January 2016. As a new type of business subject engaged in grain production and agricultural moderate scale operation as the object of financing guarantee service, Bearing the burden of solving the "three rural areas" and "financing difficulties" and the important mission of "expensive financing", the policy-owned wholly state-owned company, NND Company, was faced with many policy restrictions at the beginning of its establishment, its main business profitability was weak, the cooperation of silver carriers was difficult to carry out, and the business expansion was slow. Human resource management is under considerable pressure due to the large number of new employees, complicated background, difficult management and so on. The company insists on promoting performance management as the fundamental way to improve the management level of the company and promote business development. How to scientifically evaluate the effectiveness of the current performance management, how to further improve the effectiveness of performance management, This paper is based on the current situation of performance management of ND company, and constructs the effectiveness evaluation index system of performance management according to relevant theories. Through the evaluation index system to evaluate the effectiveness of the performance management of ND company, at the same time using the method of case analysis, chart analysis and statistical analysis to find out the reasons that affect the effectiveness of performance management of ND company. This paper explores the strategies to improve the effectiveness of performance management, in order to provide a decision reference for ND Company to break through the bottleneck of management and achieve its strategic objectives. Through the evaluation and analysis of the effectiveness of performance management of ND Company, The author finds that the main reasons that affect the effectiveness of performance management in ND company are the lack of subjective understanding of performance management and the lack of scientific index selection method in the formulation of performance goals. The evaluation method of company performance appraisal is too single and the result of performance appraisal has not been applied reasonably. In the end of this paper, aiming at these problems and shortcomings, the author focuses on improving the understanding of performance management of managers and employees of ND company. The feasibility strategies of optimizing the performance management index system of ND company and perfecting the supporting mechanism of performance management of ND company are put forward.
