JK研究院科研人员绩效考核研究

【摘要】:事业单位的人力资源问题始终是改革开放以来的热点话题。随着我国事业单位改革的不断深入,科研机构人事管理制度改革已经全面进入实施阶段,但是随着国家对科技工作需求的不断加深,科技人才队伍建设暴露出诸多管理问题。尤其是在公益性事业单位体制机制的大背景下,相对于日益加强和逐步完善的行政人员绩效考核而言,科研人员的绩效考核工作显得相对滞后和软弱,缺乏行之有效的绩效管理机制。在新的历史时期,如何根据我国公益科研事业发展的内在需求,以“以人为本”的思想为指导,全面地加强和改进科研人员的绩效考核,使科研单位的行政人员的绩效考核真正的做到富有“绩效”,这是当前科研单位改革和管理过程中面临的关键课题。本研究在探讨绩效考核基本原理之上,深度剖析了 JK研究院的基本情况,组织结构、人员比例、发展战略、业务模块、科研人员特点、绩效考核管理现状和存在问题。基于KPI等绩效考核方法对JK研究院,开展科研人员的工作分析,根据JK研究院整体发展战略目标,对JK研究院科研人员绩效考核管理进行改进和优化,研究出JK研究院科研人员绩效考核的目的、设计思路、设计流程,选择并确立绩效考核指标以及其具体实施措施,探讨富有建设性的绩效考核机制,全方位增强JK研究院开展绩效考核的效果。在绩效考核相关理论探讨之上,研究出确保JK研究院科研人员绩效考核管理顺利执行的若干保障措施。
[Abstract]:The issue of human resources in institutions has always been a hot topic since the reform and opening up. With the deepening of the reform of public institutions in China, the reform of personnel management system in scientific research institutions has entered the stage of implementation in an all-round way. However, with the deepening demand for scientific and technological work in the country, the construction of scientific and technological talents has exposed many management problems, especially in the context of the institutional mechanism of public welfare institutions. Compared with the increasingly strengthened and gradually improved performance appraisal of administrative personnel, the performance appraisal of scientific research personnel is relatively lagging and weak, and lacks of effective performance management mechanism. How to strengthen and improve the performance appraisal of scientific research personnel according to the internal demand of the development of public welfare scientific research in our country, guided by the idea of "people-oriented", It is a key subject in the process of reform and management of scientific research units to make the performance appraisal of the administrative staff of scientific research units rich in "performance". This study is based on the discussion of the basic principle of performance appraisal. The basic situation, organizational structure, personnel ratio, development strategy, business module, characteristics of scientific research personnel, current situation and existing problems of performance appraisal management of JK Research Institute are analyzed in depth. According to the overall development strategy goal of JK Research Institute, the performance appraisal management of JK Research Institute is improved and optimized, and the purpose and design idea of the performance appraisal of scientific research personnel in JK Research Institute are studied. Design the process, select and establish the performance appraisal index and its concrete implementation measure, discuss the constructive performance appraisal mechanism, enhance the effect of the JK research institute to carry out the performance appraisal in all directions. Some guarantee measures to ensure the smooth implementation of the performance appraisal management of the scientific research personnel in JK Research Institute are studied.
