农村人力资源短缺的死循环困局与突围

【摘要】:在我国,为了提高农村人力资源的数量,国家对此进行了较大程度的投资,然而事实和预期的正好相反,投资的产出却流向了城市,使得农村的人力资源更加短缺,从而进入越投越困的恶性循环。究其原因,农村就业的低预期收益率是形成该现象的主要因素。除此以外以下因素也对该现象的形成产生了一定的影响:即人才和工作平台的对接出现脱节、城乡生活条件差别太大以及社会保障力度不足等。为了改善这一状况较为有效的方法是:制定现代化的农村发展思路、对分配机制进行优化、提高农村就业的收益,另外,还应对农村的软件、硬件环境进行改善。
[Abstract]:In our country, in order to increase the number of rural human resources, countries made a greater degree of investment, however, and the expected output is on the contrary, investment flows to the city, the rural human resources shortage, more investment to enter more vicious spiral sleepy. The reason for the low income rural employment the rate is the main factor of the formation of this phenomenon. In addition the following factors but also the formation of this phenomenon has produced certain influence: docking talent and work platform line, urban and rural living conditions and social security and the difference is too big a lack of methods. In order to improve this situation is effective way of establishing rural development: the modernization of distribution system optimization, improve rural employment income, in addition, also coping with the software, to improve the hardware environment.
