渔业涉外突发事件救援资源配置优化研究

【摘要】：我国的海岸线长,近海和远洋渔业是沿海渔村渔民的主要生产生活方式。渔船渔民在海上会遭遇各种突发事件,其中,渔业涉外突发事件不仅损失大、处理难度也大,也牵涉到国家利益和国际形象,同时,此类事件的救援难度大,为此,本文通过研究我国渔业涉外突发事件救援资源的配置,探讨提高政府救援的效率和降低损失的资源配置优化对策。渔业涉外突发事件的救援资源是进行渔业涉外突发事件救援的物质基础,是救援行动能否顺利进行的保障。本文结合政府应急管理与资源配置理论,立足渔业涉外突发事件救援,运用资源配置理论分析政府救援,对我国渔业涉外突发事件救援资源进行了定义和分类,指出资源配置要素主要包括人力资源、物资资源和信息资源,系统分析了现阶段我国应对涉外突发事件前后的救援人力资源、救援物资资源和救援信息资源配置。由于渔业涉外突发事件救援的难度和特殊性,政府在救援资源配置上发挥重要的作用。渔业涉外突发事件救援资源的配置方式包括政府为主资源配置的方式和政府组织社会力量配置的方式。在“分类管理、分级负责、属地管理”为主的应急管理体制下,我国渔业涉外突发事件中政府为主救援资源配置存在专业救援人员和管理人员不足、救援设备不能及时到达现场、政府预警信息传送不及时的问题;政府组织社会力量的资源配置方式中,存在社会救援人员专业性不高、私人救助设备救援效果不确定性大和政府救援人员难以及时接收求救信息的问题。这些问题的形成原因在于配置主体体制机制僵化、空间布局不完善和资源投入总量不足,并根据这些原因本文提出提高资源配置效率、优化资源配置空间布局和加大总量投入的优化建议,为政府科学管理和海上涉外突发事件提供参考。
[Abstract]:China's coastline is long, and offshore and ocean-going fisheries are the main production and life styles of fishermen in coastal fishing villages. Fishing fishermen will encounter all kinds of unexpected incidents at sea, among which, the foreign fishery emergencies will not only lose a lot, but also be difficult to deal with. It also involves the national interests and the international image. At the same time, the rescue of this kind of incident is very difficult. This paper discusses the countermeasures of improving the efficiency of government rescue and optimizing the allocation of resources to reduce the loss. The rescue resources of foreign fishery emergencies are the material basis for the rescue of foreign fishery emergencies. This paper, based on the theory of emergency management and resource allocation of the government, based on the rescue of foreign fishery emergencies, applies the theory of resource allocation to analyze the government rescue. This paper defines and classifies the rescue resources for foreign fishery emergencies in China, and points out that the main elements of resource allocation include human resources, material resources and information resources. This paper systematically analyzes the allocation of rescue human resources, rescue material resources and rescue information resources before and after the foreign emergencies in China at the present stage. Because of the difficulty and particularity of the rescue of fishery foreign emergencies, The government plays an important role in the allocation of rescue resources. The allocation of rescue resources for foreign fishery emergencies includes the allocation of resources mainly by the government and the allocation of social forces by the government. Under the emergency management system based on territorial management, the allocation of rescue resources mainly by the government in China's fisheries emergencies involving foreign affairs is insufficient for professional rescue personnel and management personnel, and rescue equipment cannot arrive at the scene in time. The problem of government early warning information transmission is not timely; in the way of allocating resources of government organizations and social forces, there are social rescue workers who are not highly professional. The uncertainty of the rescue effect of private rescue equipment and the difficulty for government rescue workers to receive the information for rescue in time are caused by the ossification of the system and mechanism of the main body of the configuration, the imperfect spatial layout and the insufficient amount of resources input. According to these reasons, this paper puts forward some suggestions to improve the efficiency of resource allocation, optimize the spatial layout of resource allocation and increase the total investment, which provides a reference for the scientific management of the government and the maritime emergencies involving foreign affairs.
