走出非营利组织能力建设的观念迷宫——以广东全省性行业协会能力建设为例

【摘要】：本文基于对广东省全省性行业协会能力建设实践的调查,探讨非营利组织能力建设的可行方向。本文从基础设施、人力资源、财政资源和外部环境四个方面分析了广东全省性行业协会的自身能力建设的特征。在总结行业协会的自身能力建设和广东省行业协会能力建设政府行为的经验及存在的不足和障碍的基础上,本文提出非营利组织的能力建设需要克服错误和狭隘的观念,立足长远,把行业协会的能力建设当作系统工程,从文化的层面入手提高行业协会的组织能力。
[Abstract]:Based on the investigation of the capacity-building practice of provincial trade associations in Guangdong Province, this paper discusses the feasible direction of capacity building of non-profit organizations. Four aspects of financial resources and external environment are analyzed to analyze the characteristics of the capacity building of Guangdong Provincial Trade Association. The experiences of the government in the capacity building of the trade association and the capacity building of the Guangdong Provincial Trade Association are summarized. On the basis of shortcomings and obstacles, This paper puts forward that the capacity-building of non-profit organizations needs to overcome the wrong and narrow ideas, base on the long-term, regard the capacity building of the trade association as a system engineering, and improve the organization ability of the trade association from the level of culture.
