共享发展理念下医疗卫生资源有效供给:基于城乡比较

【摘要】：共享发展与健康中国战略安排要求医疗卫生资源在城乡间合理配置。比较城乡医疗卫生物力资源、人力资源、财力资源配置水平与效率,发现:从供给层面来看,医疗卫生资源总量不足与结构失衡现象同时并存;从需求层面来看,农村居民医疗卫生需求意愿与表达渠道弱于城市居民;从利用效率来看,医疗卫生资源紧缺与资源浪费现象同时并存。鉴于此,完善财政投入机制、合理划分政府间医疗卫生事业发展的事权、建构医疗卫生财政支出的绩效评价机制、运用财政奖励机制引导医疗卫生人力资源向农村地区合理流动、规范医疗卫生资源财政供给决策机制成为当前我国合理配置医疗卫生资源、实现共享发展的客观选择。
[Abstract]:China's strategic arrangement for shared development and health requires rational allocation of medical and health resources between urban and rural areas.Comparing the level and efficiency of the allocation of material resources, human resources and financial resources in urban and rural areas, it is found that: from the aspect of supply, the total amount of medical and health resources is insufficient and the phenomenon of structural imbalance coexists simultaneously; from the aspect of demand, it is found that,The desire and expression channel of rural residents' medical and health demand is weaker than that of urban residents, and the shortage and waste of medical and health resources coexist simultaneously in terms of utilization efficiency.In view of this, we should perfect the financial investment mechanism, reasonably divide the power of the intergovernmental medical and health enterprise development, and construct the performance evaluation mechanism of the medical and health financial expenditure.
