武汉铁路局荆门桥工段人力资源规划研究

【摘要】:铁路是我国国民经济发展的基础工程。近几年来,全国铁路事业各项改革不断深化发展,既有线铁路已历经几次大提速,高速铁路建设和营业里程也不断增加。随着铁路承载量的加大、人民物质文化生活水平的提升,我国必将进一步加强对铁路企业的安全运营与工作效率管控。如何跟上并适应国家管控要求,是铁路企业必须深思的问题,而人力资源的开发与管理是一个很好的切入口。现今社会,企业管理者深知人力资源是管理的基础,其地位不容忽视。人力资源规划是人力资源管理的一部分,它是依据企业经营发展规划提前对企业的人力资源做出的规划,确保给予企业未来发展足够的人力支撑,同时也是对人力资源供给的需求分析过程。通过在人力资源上的不断优化,促进企业的经营发展规划与企业人力资源优化配置。人力资源规划的合理性、有效性是人力资源管理水平的体现,只有动态调整的人力资源,才能适应企业的发展,确保实现企业目标。但是现在的铁路企业人力资源规划情况,往往不能满足当前发展需要,造成一定安全生产问题。本文首先论述了对我国铁路企业一个工务段人力资源规划的研究背景和研究意义。其次阐述了人力资源规划的理论基础知识,为铁路工务段的人力资源规划提供理论支持。然后,具体对武汉铁路局荆门桥工段的人力资源现状进行了具体调查研究,分析出该段在人力资源规划过程中存在的问题。同时对该段的外部环境和内部环境进行分析,根据今后发展增加的铁路线路工作量,用一定管理方法和科学计算方法,测算出计划接收新线前后,需要补充的人力资源总量及各岗位职工的数量。最后,制定出该段的人力资源规划方案,从职工调配、工资激励、教育培训等方面,保障人力资源规划的实施。
[Abstract]:Railway is the basic project of the development of our national economy. In recent years, the reform of railway industry in China has been deepened and developed continuously. The existing railway has been increasing speed several times, and the construction and business mileage of high-speed railway has also been increasing. With the increase of railway carrying capacity and the improvement of people's material and cultural living standard, our country will further strengthen the safety operation and work efficiency control of railway enterprises. How to keep up with and adapt to the requirements of national management and control is a problem that railway enterprises must ponder deeply, and the development and management of human resources is a good entrance. In today's society, corporate managers know that human resources are the basis of management, and their status cannot be ignored. Human resource planning is a part of human resource management. It is based on the enterprise management development plan to make a plan for the enterprise's human resources in advance to ensure that the future development of the enterprise is given sufficient human support. At the same time, it is the demand analysis process of human resource supply. Through the continuous optimization of human resources, promote the enterprise management and development planning and enterprise human resources optimization allocation. The rationality and effectiveness of human resource planning is the embodiment of the level of human resource management. Only the dynamic adjustment of human resources can adapt to the development of enterprises and ensure the realization of enterprise objectives. However, the current human resource planning of railway enterprises often can not meet the needs of current development, resulting in certain problems of production safety. This paper first discusses the research background and significance of human resource planning in a public works section of railway enterprises in China. Secondly, the basic knowledge of human resource planning is expounded, which provides theoretical support for human resource planning of railway works. Then, the author makes a specific investigation and study on the present situation of human resources in Jingmen Bridge Section of Wuhan Railway Administration, and analyzes the problems existing in the process of human resource planning. At the same time, by analyzing the external and internal environment of this section, according to the increased workload of railway lines in the future, and using certain management methods and scientific calculation methods, we calculated the plans before and after receiving the new lines. The total amount of human resources needed to be replenished and the number of employees in each post. Finally, the human resource planning scheme is worked out to ensure the implementation of the human resource planning from the aspects of staff allocation, salary incentive, education and training, etc.
