【摘要】：人力资源作为一种重要的经济和政治资源,在经济发展方式的转变和产业升级中具有重要的作用,开发人力资源是基础,人力资源并且起着推动和保障的作用。另一方面,在经济发展方式转变的过程中,人力资源的素质也得到了提升,人力资源得以更好地开发,两者相辅相成,相互促进。
[Abstract]:As an important economic and political resource, human resources play an important role in the transformation of economic development mode and industrial upgrading.
