以高等教育改革为突破口推进教育治理现代化

【摘要】:教育事业的健康发展,是我国从人口大国转向人力资源大国的根本前提。教育体系和治理能力的现代化,既是推进国家治理现代化的内在要求,也是推进国家治理现代化的应有之义。从当前来看,推进我国教育治理现代化,应以深入推进高等教育改革为突破口,并重点从建立政府、高等院校、其他社会主体三者之间的新型关系,推进管、办、评分离,以及构建各方参与、多样化的高等院校发展格局三个方面着手。
[Abstract]:The healthy development of education is the basic premise for our country to change from a large country of population to a large country of human resources. The modernization of educational system and governance ability is not only the internal requirement of promoting the modernization of national governance, but also the proper meaning of promoting the modernization of national governance. From the current point of view, in order to promote the modernization of educational governance in China, we should take the in-depth reform of higher education as a breakthrough, and focus on the establishment of a new relationship among the government, institutions of higher learning, and other social subjects, and promote the separation of management, administration, and grading. As well as the construction of participation, diversification of the development of institutions of higher learning in three aspects.
