日照市高层次人才引进对策研究

【摘要】:近年来,随着经济社会的不断发展,对于高层次人才的需求越来越紧迫,各地政府逐渐意识到人才尤其是高层次人才在经济建设和社会进步中的重要作用。如何引进人才、用好人才、留住人才,最大限度地发挥高层次人才的价值,是当今摆在地方政府面前的一道现实课题。本文对日照市人才引进现状和政策进行了解读,针对经济社会发展水平不高导致吸引力不足,人才发展内生动力不足,引进高层次人才的承载能力不强,机构、人员、信息化平台建设与政策各项要求不匹配等问题进行剖析并提出了相应的解决对策。通过对人才引进的参与主体、方式以及保障机制的探讨,构建出日照市人才引进的模式,提出了定位日照城市发展方向及产业结构调整、建立高层次人才引进创新机制、完善高层次人才的考核评价机制和退出机制、优化高层次人才成长环境、政企配合做好高层次人才引进工作等对策建议。要优化完善高层次人才政策必须保持持续创新理念,突出地方特色,做好科学规划,完善管理制度,确保机构人员到位,扎实开展评审认定、培养和考核评价,优化人才成长环境,实现政策含金量高、竞争力强,做到高层次人才引得进、留得住、用得好。
[Abstract]:In recent years, with the development of economy and society, the demand for high-level talents is becoming more and more urgent. Local governments have gradually realized that talents, especially high-level talents, play an important role in economic construction and social progress. How to introduce talents, make good use of talents, retain talents and give full play to the value of high-level talents is a realistic task facing the local government. This paper interprets the present situation and policy of talent introduction in Rizhao City, aiming at the low level of economic and social development, which leads to insufficient attraction, insufficient endogenous motive force for talent development, the weak carrying capacity of introducing high-level talents, and the lack of institutions and personnel. The mismatch between the information platform construction and the policy requirements is analyzed and the corresponding countermeasures are put forward. Through the discussion of the main body, the way and the guarantee mechanism of talent introduction, this paper constructs the model of talent introduction in Rizhao city, puts forward the orientation of the development direction of Rizhao city and the adjustment of industrial structure, and establishes the innovation mechanism of introducing high-level talents. It is necessary to perfect the examination and evaluation mechanism and withdrawal mechanism of high-level talents, optimize the growth environment of high-level talents, cooperate with government and enterprises to do well in the introduction of high-level talents, and so on. In order to optimize and perfect the high-level talent policy, we must maintain the concept of continuous innovation, highlight local characteristics, make good scientific planning, perfect the management system, ensure that the personnel of the institutions are in place, and carry out the evaluation, training, and evaluation in a down-to-earth manner. Optimize the environment of talent growth, realize the policy of high gold content, strong competitiveness, so that high-level talents can be introduced, retained, and used well.
