乌鲁木齐市体育单项运动协会的现状调查及对策研究

【摘要】：本文采用文献资料法、问卷调查法、专家访谈法、数理统计等研究方法,通过对乌鲁木齐市体育单项运动协会的管理体制与运行机制、人力资源情况、经费情况、活动开展的情况和跆拳道协会的个案研究进行分析,针对乌鲁木齐市体育单项运动协会在发展中存在的问题提出一系列对策和建议,结合乌鲁木齐市体育单项运动协会的发展特点,提出基层体育单项运动协会理想的运行模式,为体育主管部门在管理体制的改革上提供理论依据,促进当地全民健身运动的广泛开展。经研究发现乌鲁木齐市体育单项运动协会目前存在的主要问题有,协会在管理机构的部门设置方面做的不够健全,协会的日常管理相对宽松,组织活动比较松散、局限性较小。协会的规章制度还不够完善,不能体现自己协会的特点,内容大多是千篇一律、大同小异,缺乏实用性。协会主要以兼职工作人员为主,专职人员为辅的基本管理模式,协会管理人员缺乏,会员的结构分布不合理。协会主要经费来源比较单一,主要是以政府提供的财政拨款和企业提供的赞助为主,通过盈利来创造收入的协会比较少,经费支出规模较小。协会的宣传力度不到位,宣传的手段和途径也比较单一。面对发展的压力,乌鲁木齐市体育单项运动协会的发展对策有,完善乌鲁木齐市各个单项运动协会的组织机构,加强协会组织活动的规范性。制定健全的协会规章制度,提高其实用性。建立协会的人才管理队伍,对会员进行体质监测。实现经费来源的多元化,加强协会财务的监督管理。丰富宣传手段,加大各个单项协会的宣传力度和影响力。
[Abstract]:This paper adopts the methods of literature, questionnaire, expert interview, mathematical statistics and so on, through the management system and operation mechanism, human resource situation, financial situation of Urumqi Sports individual Sports Association. The situation of the activities and the case study of Taekwondo Association were analyzed, and a series of countermeasures and suggestions were put forward in view of the problems existing in the development of the Urumqi Sports individual Sports Association. Combined with the development characteristics of Urumqi Sports individual Sports Association, this paper puts forward the ideal operating mode of basic level Sports individual Sports Association, which provides the theoretical basis for the reform of the management system of the department in charge of sports. Promote the extensive development of the local national fitness campaign. It is found that the main problems of Urumqi Sports individual Sports Association are that the association is not perfect in the department setting of the management organization, the daily management of the association is relatively loose, the organization activity is relatively loose, and the limitation is relatively small. The rules and regulations of the association are not perfect enough to reflect the characteristics of the association. The basic management mode of the association is mainly part-time staff, supplemented by full-time staff, and the management staff of the association is short, and the members' structure distribution is unreasonable. The main source of funds of the association is relatively single, mainly by the government provided by the financial allocation and the sponsorship provided by enterprises, through the profit to generate income of the association is relatively small, the scale of expenditure is small. The association's propaganda efforts are not in place, propaganda means and channels are relatively single. In the face of the pressure of development, the development countermeasures of Urumqi Sports individual Sports Association are as follows: perfecting the organization and organization of each individual sports association in Urumqi, strengthening the standardization of the association's organizing activities. To formulate and improve the rules and regulations of the association and improve its practicability. Set up the talent management team of the association, carry on the physique monitoring to the member. To achieve the diversification of funding sources, strengthen the financial supervision and management of the Association. Enrich the means of publicity, increase the publicity of individual associations and influence.
