民办养老机构发展中政府责任研究

【摘要】：目前世界各国都将面临一个共同的问题,那就是人口老龄化。由于科技水平的不断提高以及现代医疗水平的不断发展,人的生命被相对延长,人口老龄化成了不可避免的趋势,民办养老院开始走入人们的视线中,逐渐获得了人们的认可,帮政府分担了养老压力。然而,在面对如何引导我国民办养老机构发展的情况,由于我国政府对于该行业的认识还不够全面,因此存在着弱化责任的问题,这就导致了我国民办养老机构在建设方面较落后。伴随着我国老年人口的增加,我国公民对于养老的需求也就越来越大,同时养老的要求也在逐步提高,面对社会的养老需求,我国民办养老机构开始步入稳定的发展时期,民办养老机构不仅数量增加,并且养老机构内部的设施也得到了更新换代。但是,由于我国政府不能够很好的引导民办养老机构的发展,因此,我国民办养老机构仍旧存在着发展的困境,例如专业人才的匮乏、政策落实的不到位、缺乏严格的监督管理等。所以要想让我国的民办养老机构在当前人口老龄化的大环境下得到良好的发展,这就需要我国政府对民办养老机构进行扶持与领导。本文共分五章,第一章简要介绍了本文的研究背景以及研究目的,并且对近年来国内外有关于该问题的解析进行了文献综述;第二章简要介绍了民办养老机构当前发展的基本情况以及趋势,分析了我国民办养老机构存在的必要性以及政府在引导民办养老机构发展过程中所存在的问题;第三章以X养老机构为典型案例着手,从服务内容、组织架构以及人力资源三方面进行探析,了解民办养老机构在发展过程中所遭遇到的困境;第四章借鉴美国、英国以及德国三个国家的民办养老机构的发展,找出适用于我国的经验启示;第五章从现实的角度出发,对于强化民办养老机构中的政府责任提出对策建议。本研究以促进我国民办养老机构的健康发展为主题,探讨其中的政府责任,为强化政府管理提出对策建议。
[Abstract]:At present, the world will face a common problem, that is, aging population. With the continuous improvement of science and technology and the continuous development of modern medical treatment, human life has been relatively prolonged, and the aging of the population has become an inevitable trend. Private nursing homes have begun to enter people's attention and gradually gained people's recognition. Helping the government share the burden of retirement. However, in the face of how to guide the development of private pension institutions in our country, because our government's understanding of the industry is not comprehensive enough, there is a problem of weakening responsibility. This led to the construction of private pension institutions in China is relatively backward. With the increase of the elderly population in our country, the demand of our citizens for the aged is also increasing, and the demand for the aged is also gradually increasing. In the face of the social demand for the aged, the private pension institutions in our country have begun to enter a stable period of development. Private pension institutions not only increase in number, and the facilities within pension institutions have also been upgraded. However, because our government can not guide the development of the private pension institutions, there are still difficulties in the development of the private pension institutions, such as the lack of professional personnel, the implementation of the policy is not in place. Lack of strict supervision and management. Therefore, in order to make the private pension institutions in our country in the current population aging environment to get a good development, it is necessary for our government to support and lead the private pension institutions. This paper is divided into five chapters. The first chapter briefly introduces the research background and purpose of this paper, and has a literature review on the analysis of this problem at home and abroad in recent years; The second chapter briefly introduces the basic situation and trend of the current development of the private pension institutions, analyzes the necessity of the existence of private pension institutions in China and the problems existing in the process of the government guiding the development of the private pension institutions. The third chapter takes X pension institution as a typical case, from service content, organizational structure and human resources to explore the difficulties encountered by private pension institutions in the process of development; The fourth chapter draws lessons from the development of private pension institutions in the United States, Britain and Germany, and finds out the experience and enlightenment applicable to our country. Chapter five, from the perspective of reality, puts forward countermeasures and suggestions to strengthen the government responsibility in private pension institutions. This study focuses on promoting the healthy development of private pension institutions in China, discusses the responsibility of the government, and puts forward countermeasures and suggestions for strengthening the management of the government.
