向国际组织输送人才:来自瑞士的经验与启示

【摘要】:21世纪,国际组织的全球影响力与日俱增,向国际组织输送人才日益成为主权国家提升本国国际话语权、参与国际规则制定的重要途径。"促使瑞士公民在国际组织中保持尽量高与尽量多的职位"是瑞士一直奉行的核心外交政策之一。本文从瑞士政府的高层支持、吸引国际组织落户的总部策略、民间机构的就业服务三方面对瑞士有计划、有目的地输送本国人才到国际组织任职的成功经验进行分析,并结合我国实际国情对我国向国际组织输送人才提出建议。
[Abstract]:In the 21st century, the global influence of international organizations is growing day by day, and sending talents to international organizations has increasingly become an important way for sovereign states to enhance their international discourse and participate in international rulemaking. " Keeping Swiss citizens in as high and as many positions as possible in international organizations is one of Switzerland's core foreign policies. This paper analyzes the successful experience of Switzerland from three aspects: the high-level support of the Swiss government, the headquarter strategy of attracting international organizations, and the employment services of private organizations. In addition, some suggestions are put forward to transfer talents to international organizations according to the actual situation of our country.
