安徽省高速公路路政管理能力提升研究

【摘要】:近些年来安徽省高速公路事业取得了飞速发展,而作为高速公路管理的重要组成部分之一,高速公路路政管理与高速公路的发展速度相比,却凸显出相对滞后性。管理能力在管理过程诸多方面中体现出缺失与不足,已不能满足当前市场经济发展的要求,需引起相关部门重视并加以改革和完善。本文在已有研究成果的基础上,运用系统分析法、比较分析法、案例分析法等方法,以公共管理学和公共组织理论为指导,对安徽省高速公路路政管理的现状进行分析研究。经研究发现,安徽省高速公路路政管理能力受到制约的因素主要有法律体系不健全执法权力较弱、管理制度不完善影响日常工作开展、宣传工作不到位缺乏群众基础、人力资源管理不到位影响队伍战斗力等问题。针对研究发现的制约因素,本文详细分析其原因,并提出了提升管理能力相应的对策,主要为健全高速公路路政管理法律体系完善相关法律法规、完善管理制度规定保障基层工作开展、加强路政宣传工作打牢群众基础、加强人力资源管理提升队伍整体实力等。本文就如何提升安徽省高速公路路政管理能力进行了初步的探索和有益的尝试,其中对实际管理过程中的诸多细节进行了深入的探讨和分析,力求寻找到提高管理效率的参考路径,为安徽省高速公路路政支队实现"全国一流,安徽第一"交通运输行政执法队伍的目标提供参考。
[Abstract]:In recent years, the highway cause of Anhui Province has made rapid development, and as one of the important components of highway management, highway management shows a relatively lag compared with the development speed of highway. The management ability in many aspects of the management process is deficient and can not meet the requirements of the development of the current market economy, so the relevant departments should pay attention to it and reform and perfect it. Based on the existing research results, this paper analyzes and studies the present situation of highway administration in Anhui Province by means of system analysis, comparative analysis, case analysis and so on, guided by the theory of public management and public organization. Through the research, it is found that the main factors that restrict the ability of highway management in Anhui Province are that the law system is not perfect and the law enforcement power is weak, the management system is not perfect to affect the development of daily work, the propaganda work is not in place, and the mass foundation is lacking. Human resource management is not in place to affect the combat effectiveness of the team and other issues. In view of the restrictive factors found in the research, this paper analyzes the reasons in detail, and puts forward the corresponding countermeasures to improve the management ability, mainly for perfecting the legal system of highway administration and perfecting the relevant laws and regulations. Improve the management system to ensure the development of grass-roots work, strengthen the publicity of road administration to lay a solid foundation for the masses, strengthen human resources management to enhance the overall strength of the team. This paper makes a preliminary exploration and beneficial attempt on how to improve the ability of highway management in Anhui Province, in which many details in the actual management process are discussed and analyzed in depth. This paper tries to find a reference way to improve the management efficiency and to provide reference for the highway administrative detachment of Anhui Province to realize the goal of "first-class, first-in-class" traffic and transportation administrative law enforcement team in Anhui Province.
