新疆海外高层次人才引进问题研究

【摘要】:2017年是“十三五”关键的一年,党的十九大即将召开,届时对经济社会发展会提出更高的要求。经济的发展和科技创新都需要高层次人才,高层次人才是社会前进的推力,推动了我国经济的增效提质升级,对我国扩大对外开放、增强国家软硬实力、提升我国的国际核心竞争力和影响力有着重要作用。新疆地处“一带一路”核心区域,在国家西部大开发战略背景下,国家制定专门的政策支持新疆海外高层次人才引进,帮助新疆经济发展。研究新疆海外高层次人才引进问题,能给新疆经济社会发展注入强劲的动力,通过提供完善的对策建议,有利于提升新疆综合实力,推动经济社会又好又快发展。本文依照“收集资料—分析资料—提出问题—解决问题”的思维撰写而成。从国内外研究综述出发,归纳国内海外高层次人才引进的现状,分析外国高层次人才引进现状,借鉴美国、加拿大、英国人才引进的政策措施,以人力资源发展理论、人力资源管理理论和人才激励理论为理论支撑,提出新疆从海内外引进高层次人才的合理性与必要性;从国家层面、从新疆层面分析新疆海外高层次人才引进政策及其发展的历史沿革做纵向的政策研究;然后选取海外高层次人才引进计划的数据行进分析和对比,通过整理思考,提出现阶段新疆海外高层次引进工作凸显的问题,深入分析原因,最后提供较为完善的对策建议。
[Abstract]:2017 is the crucial year of the 13th five-year Plan, and the 19th CPC National Congress is about to be held, which will put forward higher demands on economic and social development. The development of the economy and the innovation of science and technology require high-level talents, who are the thrust of social progress, promote the upgrading of the efficiency and quality of China's economy, open wider to the outside world and strengthen the soft and hard power of the country. The promotion of China's international core competitiveness and influence plays an important role. Xinjiang is located in the core region of "Belt and Road". Under the strategic background of the great development of the western part of the country, the state has formulated special policies to support the introduction of high-level talents from abroad in Xinjiang and to help Xinjiang's economic development. The study on the introduction of high-level talents from abroad in Xinjiang can inject strong impetus into the economic and social development of Xinjiang. By providing perfect countermeasures and suggestions, it is helpful to promote the comprehensive strength of Xinjiang and promote the good and rapid development of the economy and society. This article is written in accordance with the thinking of "collecting data-analyzing data-raising problems-solving problems". Starting from the summary of domestic and foreign research, this paper sums up the present situation of high-level talent introduction at home and abroad, analyzes the current situation of foreign high-level talent introduction, draws lessons from the policies and measures adopted by the United States, Canada and Britain, and takes the theory of human resources development into consideration. Based on the theory of human resource management and talent incentive theory, this paper puts forward the rationality and necessity of importing high-level talents from home and abroad in Xinjiang. From the national level, from the Xinjiang level to analyze Xinjiang overseas high-level talent introduction policy and the historical evolution of its development to do vertical policy research; Then select the overseas high-level talent introduction plan data marching analysis and comparison, through sorting and thinking, put forward at present Xinjiang overseas high-level introduction work prominent problems, in-depth analysis of the reasons, finally provide more perfect countermeasures and suggestions.
