基于“三集五大”背景的F供电企业人力资源集约化管理研究

【摘要】:近年来,随着国家经济的日益发展,国家电网公司准确把握企业在国家能源战略中的定位,大力推进电网和公司发展方式转变,推动电力和能源发展方式转变。通过不懈努力,国家电网已成为世界上电压等级最高、系统规模最大、资源配置能力最强的交直流混合电网,这对我们提高大电网驾驭能力,加强专业化、精益化管理等提出了更高要求。而现行的按照行政管理区划、就地平衡的道路发展方式,已难以适应电网日新月异发展的需要,客观上要求对企业的人力资源进行集约化管理。 按照现代企业扁平化架构、集约化管理的发展趋势,实行人力资源集约化,是国家电网公司深入贯彻落实科学发展观、服务和促进经济发展方式转变的具体实践,是生产关系适应生产力发展的必然要求,是实现战略目标、创建“两个一流”的必由之路。 人力资源集约化是“三集五大”体系建设中最为重要的一环,具体工作包括机构设置、人员配置、劳动定员、薪酬管理等等。本文主要介绍F供电企业“三集五大”体系建设中人力资源集约化建设的过程、总结取得的成效,通过调研、座谈、问卷等方式进行统计分析存在的问题,提出作者的建议,让供电企业的机构设置更加合理,更加科学。
[Abstract]:In recent years, with the increasing development of the national economy, the State Grid Company accurately grasps the position of enterprises in the national energy strategy, and vigorously promotes the transformation of the power grid and the development mode of the company. Through unremitting efforts, the State Grid has become a hybrid AC / DC power grid with the highest voltage level, the largest system scale and the strongest resource allocation ability in the world. This raises higher requirements for us to improve the control ability of large power grid, strengthen specialization, lean management and so on. However, the existing road development mode is balanced in place according to the administrative division. It is difficult to meet the needs of the rapid development of power grid, which objectively requires intensive management of enterprise human resources. According to the modern enterprise flat structure, intensive management development trend, the implementation of human resources intensive, is the State Grid Company to carry out the implementation of the scientific concept of development. The concrete practice of serving and promoting the transformation of the mode of economic development is the inevitable requirement for the relations of production to adapt to the development of productive forces, and the only way to realize the strategic goal and to create "two first-class". The intensification of human resources is the most important part in the construction of "three sets and five" system. Pay management and so on. This paper mainly introduces the process of intensive construction of human resources in the construction of "three sets and five" system of F power supply enterprises, summarizes the results achieved, through research, discussion. The problems existing in statistical analysis are analyzed by means of questionnaire, and the author's suggestions are put forward so as to make the institutional setting of power supply enterprises more reasonable and scientific.
