美铝渤海铝业有限公司人力资源发展战略研究

【摘要】:面对复杂多变的全球经济环境,企业必须时刻采取灵活的应对措施,避免遭遇风险,而这一切需要企业全体成员的共同面对,因此人力资源管理起着非常关键的作用。为了能够实现企业的总体战略目标与任务,必须有数量足够,结构合理的人才队伍作保证,而要想打造一支能打硬仗、干劲十足、团结互助的人才资源队伍,必须进行人力资源发展战略研究。 本文首先对美铝渤海铝业有限公司(以下简称美铝渤海)人力资源战略环境进行了分析,通过政策因素、人力资源市场以及内部人力资源总量、结构、流失状况和人力资源建设现状的分析,得出美铝渤海目前的人力资源整合情况趋于稳定,能够保证企业正常的生产经营,但依然存在结构不合理、整体素质不高等问题,这些问题的存在制约企业的发展,迫切需要制定适合本地企业发展的人力资源发展战略。 其次,运用SWOT战略分析工具,分析了美铝渤海的人力资源优势、劣势、机遇和挑战,结合美铝渤海的实际情况,根据人力资源发展战略目标,制定了美铝渤海人力资源发展战略,并进行战略分解,并提出人力资源发展战略的实施步骤。 最后,从组织优化设计、培训开发、人才招聘、资金保障、激励机制、企业文化以及预期效果评估方面对美铝渤海人力资源发展战略的实施采取保障措施,确保人力资源发展战略的顺利实现。
[Abstract]:Faced with the complex and changeable global economic environment, enterprises must always take flexible measures to avoid risks, and all this needs to be faced by all members of the enterprise, so human resources management plays a very important role. In order to achieve the overall strategic objectives and tasks of an enterprise, it is necessary to have a sufficient number of qualified personnel with a reasonable structure as a guarantee, and to build a team of talented people who can fight a tough battle, have full drive, and unite with each other. Must carry on the human resources development strategy research. In this paper, we first analyze the strategic environment of human resources of Alcoa Bohai Aluminum Co., Ltd. (hereinafter referred to as Alcoa Bohai Sea), through the policy factors, human resources market and internal human resources total, structure, Based on the analysis of the current situation of loss and human resource construction, it is concluded that the current situation of integration of human resources in Al Bohai Sea tends to be stable, which can ensure the normal production and management of enterprises, but there are still some problems such as unreasonable structure, low overall quality, etc. The existence of these problems restricts the development of enterprises, and it is urgent to formulate a human resource development strategy suitable for the development of local enterprises. Secondly, using the SWOT strategic analysis tool, this paper analyzes the human resources strengths, weaknesses, opportunities and challenges of Al Bohai, and combines with the actual situation of Al Bohai, according to the strategic objectives of human resources development. The human resource development strategy of Al Bohai Sea is formulated, and the strategy is decomposed, and the implementation steps of the human resource development strategy are put forward. Finally, from the aspects of organizational optimization design, training and development, talent recruitment, fund guarantee, incentive mechanism, corporate culture and expected effect evaluation, the implementation of the human resources development strategy of Al Bohai Sea is guaranteed. To ensure the smooth implementation of human resources development strategy.
