基于关键因素分析的火电建设经济评价研究

【摘要】:火电是中国电力的重要支柱之一,火力发电在中国电力市场占有很大的比例,随着人们对国际全球变暖、环境污染等问题的不断关注和各种新能源的不断发展,越来越多地要求我们对火电建设项目进行科学充分的经济评价。火电建设项目经济评价主要包括财务评价、国民经济评价及不确定分析三个方面。影响火电建设项目经济评价的因素主要分为:组织管理类因素、规划决策类因素、政策性因素、技术类因素和其它因素。 本文首先阐述了火电建设经济评价的概念和相关原理,在综合考虑经济、环境、能源结构等方面因素的前提下,通过可靠的经济评价数据和科学的分析方法,从国民经济评价、财务评价及不确定性分析等方面对拟建项目的财务可行性及经济合理性进行分析。运用归纳方法,依据国家现行经济评价规范,结合火力发电工程投资特点,研究得出影响其经济评价的关键因素并运用层次分析方法得出各种因素之间的重要性,同时以实证分析的方式,选取代表性的关键因素(技术因素、政策因素等),对关键因素变化之于火电建设项目经济评价产生的影响进行分析,旨在对火电建设项目日后的发展及生产提出参考意见,避免造成资产浪费,从而达到合理利用资源的目的。
[Abstract]:Thermal power is one of the important pillars of China's electric power, and thermal power generation accounts for a large proportion of China's electricity market. With the constant concern about international global warming, environmental pollution and other issues, and the continuous development of various new energy sources, More and more, we are required to carry on the scientific and full economic evaluation to the thermal power construction project. Economic evaluation of thermal power construction projects mainly includes financial evaluation, national economic evaluation and uncertainty analysis. The main factors influencing the economic evaluation of thermal power construction projects are organization and management, planning and decision-making, policy-making, technology and other factors. In this paper, the concept and related principles of economic evaluation of thermal power construction are first expounded. On the premise of comprehensive consideration of economic, environmental, energy structure and other factors, through reliable economic evaluation data and scientific analysis methods, the economic evaluation is based on the national economy. The financial feasibility and economic rationality of the proposed project are analyzed in the aspects of financial evaluation and uncertainty analysis. Using the inductive method, according to the current national economic evaluation norms, combined with the investment characteristics of thermal power project, the key factors affecting its economic evaluation are studied, and the importance of various factors is obtained by using the analytic hierarchy process (AHP) method. At the same time, by the way of empirical analysis, the representative key factors (technical factors, policy factors, etc.) are selected to analyze the impact of the changes of key factors on the economic evaluation of thermal power construction projects. The purpose of this paper is to put forward some suggestions on the future development and production of thermal power construction projects, so as to avoid the waste of assets and achieve the purpose of rational utilization of resources.
