我国高等教育人才流动及其影响因素研究

【摘要】:高等教育人才流动因素分析有助于建立规范有序的高校人才管理体系,推动高端人才发挥潜能,降低人事管理成本。基于中央组织、人事和教育主管部门联合实施的2013年我国高校高端人才流动调查,本文研究了影响高校人才流动决策和流动次数的原因。分析表明,家庭、个人等外部因素对人才流动影响力最大,而追求更高学术能力和更好学术氛围,乃至薪酬待遇等处于相对较弱的地位;学术平台、学科发展和学术氛围还未成为人才优化配置的首要选择;对人事部门态度的感知,以及对流动本身的认知直接影响到人才流动的个人决策。
[Abstract]:The analysis of the flow factors of higher education talents helps to establish a standardized and orderly system of talent management in Colleges and universities, promote the potential of high end talents and reduce the cost of personnel management. This paper studies the decision on the flow of talent in Colleges and universities in 2013, based on the joint implementation of the central organization, personnel and education departments in China. This paper studies the decision-making on the flow of talents in Colleges and universities. The analysis shows that the external factors such as family, individual and other external factors have the greatest influence on the flow of talent, while the pursuit of higher academic ability and better academic atmosphere, and even salary treatment is relatively weak. The academic platform, the discipline development and the academic atmosphere have not become the primary choice for the optimization of personnel allocation; The perception of degree and the cognition of the flow itself directly affect the individual decision making of talent flow.
