“后过渡期”独立学院发展路径研究

【摘要】：2008年教育部颁布《独立学院设置与管理办法》,由独立学院自主选择各自的发展路径。五年过渡期已经结束,随着市场需求的转变和高等教育生源结构的变化,独立学院进入了转型的“后过渡期”,“何去何从”成为独立学院发展的首要课题。步入了“后过渡期”的独立学院,大部分仍在观望、徘徊甚至按兵不动,独立学院能否成功转型,后续的制度供给与政策设计将显得尤为重要,同时,还依赖于独立学院不断地谋取自身发展。本文从政府职能转变理论、外延式与内涵式发展理论、公共政策理论入手,分析了现有独立学院现状,研究认为外部政府公共政策偏差,内部独立学院办学定位不清、产权结构不明、管理体制不完善、人才机制落后等问题都成为制约独立学院发展的桎梏。本人结合国外大学发展的经验与启示,认为“后过渡期”独立学院要发展,首先政府须转变职能,做独立学院发展变革的服务者,做好相关公共政策的宏观规划与指导体系构建,在此基础上,独立学院应突出办学特色,走内涵式发展之路,改革独立学院内部管理体制与机制,加强师资队伍建设,实施人才强校工程,建立健全独立学院内外监督管理体系,以高水平的办学质量和适应市场需求的办学特色在竞争中立于不败之地。独立学院的发展研究是一个长期而复杂的问题,需要经过不懈努力探索,才能使独立学院发展永葆生机。
[Abstract]:In 2008, the Ministry of Education promulgated the Establishment and Management of Independent Colleges. The five-year transition period has ended. With the change of market demand and the structure of higher education students, the independent college has entered the "post-transition period", and "what to do" has become the primary subject of the development of the independent college. Most of the independent colleges that have entered the "post-transition period" are still waiting, hovering or even standing still. Whether the independent colleges can successfully transform, the subsequent institutional supply and policy design will be particularly important. At the same time, It also relies on independent colleges for their own development. Based on the theory of transformation of government function, the theory of extension and connotation, and the theory of public policy, this paper analyzes the present situation of independent colleges, and concludes that the external government's public policy deviates, and the orientation of internal independent colleges is not clear. The problems of unclear property right structure, imperfect management system and backward talent mechanism have become the shackles restricting the development of independent colleges. In combination with the experience and enlightenment of the development of foreign universities, I think that in order to develop independent colleges in the "post-transitional period", the government must first change its functions and serve the independent colleges in the development and transformation of the independent colleges. On the basis of the macro planning and guidance system construction of relevant public policies, the independent college should highlight the characteristics of running a school, take the road of connotative development, reform the internal management system and mechanism of the independent college, and strengthen the construction of the teaching staff. Carry out the project of strengthening the school by talents, establish and perfect the supervision and management system inside and outside the independent college, and stand in an invincible position in the competition with the high quality of running a school and the characteristics of running a school in accordance with the needs of the market. The research on the development of independent college is a long and complicated problem.
