经济“新常态”背景下我国地方普通本科院校转型研究

【摘要】:教育对经济发展具有促进作用,已广泛为人们所认同。随着我国高等教育大众化进程的不断推进,高等教育得到了飞速的发展,地方普通本科院校应运而生,为经济社会的高速发展提供了源泉和动力,但是在我国经济发展迈入“新常态”,进入新的发展阶段,经济结构不断优化升级,创新驱动成为经济社会发展的新驱动方式,高质量成为经济社会发展的新要求,高层次技术技能型人才成为经济社会发展的必然需求,地方普通本科院校对我国经济社会发展的驱动作用正在逐渐减弱,甚至渐渐转变为阻碍我国经济社会发展的反作用力,就业结构性矛盾突出,企业“用工荒”与高校毕业生“就业难”并存。国家审时度势提出引导一批普通本科院校向应用型技术高校转型的战略决策。文章围绕这一战略发展目标展开研究,在对地方普通本科院校转型现状、困境、必要性和可行性具体剖析的基础上,提出地方普通本科院校转型的对策建议,以期促进地方普通本科院校的顺利转型,培养符合地方经济社会发展所需的高层次技术技能型人才,缓解就业结构性矛盾,提高就业质量,提高经济发展质量,实现经济发展的平衡性、包容性和持续性。文章研究内容主要分为五部分:第一部分,论述了地方普通本科院校转型的背景,对国内外高校转型状况做出归纳梳理,构建文章研究思路。第二部分,阐述了地方普通本科院校转型相关概念和理论基础。第三部分,对我国地方普通本院校转型做出详细分析研究,从教育与经济发展的相关性入手,通过“成长上限”系统基模做出理论分析,对我国地方普通本科院校转型的现状、困境、必要性和可行性进行具体剖析。第四部分,介绍德国应用科学大学的成功经验,以期对我国地方普通本科院校的转型提供借鉴意见。第五部分,结合文章分析,依据国家有关政策规划,从政府层面、学校层面和企业层面提出我国地方普通本科院校转型的相关对策建议。最后,对文章的主要研究内容、不足之处、以及展望做出总结。
[Abstract]:Education has a promoting effect on economic development, which has been widely recognized by people. With the continuous promotion of the popularization of higher education in China, higher education has been rapidly developed, local ordinary undergraduate colleges have emerged as the times require, which provides a source and power for the rapid development of economic and social. However, the economic development of our country has entered the "new normal" and entered a new stage of development, the economic structure has been continuously optimized and upgraded, the innovation drive has become the new driving mode of economic and social development, and the high quality has become the new requirement of the economic and social development. High-level technical talents have become an inevitable demand for economic and social development. The driving force of local colleges and universities on China's economic and social development is gradually weakening, and even gradually changing into a counterforce that hinders the economic and social development of our country. The structural contradiction of employment is prominent, the employment shortage of enterprises and the employment difficulty of college graduates coexist. According to the current situation, the state puts forward the strategic decision to guide a group of colleges and universities to transform into applied technology colleges. Based on the detailed analysis of the status quo, predicament, necessity and feasibility of the transformation of local ordinary undergraduate colleges, the paper puts forward the countermeasures and suggestions for the transformation of local ordinary undergraduate colleges and universities. In order to promote the smooth transformation of local ordinary undergraduate colleges and universities, train high-level skilled talents that meet the needs of local economic and social development, alleviate the structural contradiction of employment, improve the quality of employment and improve the quality of economic development. To achieve the balance of economic development, inclusiveness and sustainability. The content of this paper is divided into five parts: the first part discusses the background of the transformation of local ordinary colleges and universities, summarizes and combs the transformation situation of domestic and foreign universities, and constructs the research ideas of the article. The second part, elaborated the local ordinary undergraduate college transformation related concept and the theory foundation. The third part makes a detailed analysis and research on the transformation of local ordinary colleges and universities in our country, starting with the correlation between education and economic development, through the theoretical analysis of the basic model of "growth upper limit" system, the paper makes a theoretical analysis on the status quo of the transformation of local ordinary undergraduate colleges in China. Difficult position, necessity and feasibility are analyzed in detail. The fourth part introduces the successful experience of German University of Applied Science in order to provide reference for the transformation of local universities. The fifth part, combined with the analysis of the article, according to the relevant national policy planning, from the government level, the school level and the enterprise level to put forward the local ordinary undergraduate colleges and universities transformation of the relevant countermeasures. Finally, the main research content, shortcomings, and prospects are summarized.
