辽宁省高校科研人员校企流动问题研究

【摘要】:党的十八届三中全会提出:“打破体制壁垒,扫除身份障碍,完善党政机关、企事业单位、社会各方面人才顺畅流动的制度体系”。辽宁的振兴必须走创新驱动发展之路,提升科技对经济社会发展的支撑引领作用。科技创新的动力来源于科研机构、高校以及企业的科研人员所提供的智力支持。科研人员是否充分发挥其科技创新的潜力,取决于能否顺畅地流动。为此,扫除科研人员校企流动的障碍和限制,保障科研人员校企自由流动是解决这一问题的重要途径之一。特别是在辽宁老工业基地新一轮振兴的背景下,研究辽宁省高校科研人员校企流动问题具有重要的现实意义。该论文一共分五个部分。第一部分,绪论。主要包括对研究目的、研究意义、研究方法、文献综述以及创新点的介绍;第二部分,对相关概念及理论进行阐释。所包含的概念包括,科研人员,人才流动和校企合作。理论分析工具是埃茨科威兹的三螺旋理论,主要介绍三螺旋理论的内涵;第三部分,对辽宁省高校科研人员校企流动的背景和现状进行描述并提出存在的问题。存在的问题主要包括,高校科研人员校企流动受到阻碍、科研人员参与热情不高以及企业对校企合作和人员交流兴趣不大;第四部分,对辽宁省高校科研人员校企流动产生问题的原因进行分析。主要原因包括,政府未发挥出最适作用、校企未建立完善的流动机制以及高校缺乏创新的管理方法;第五部分,针对辽宁省高校科研人员校企流动存在的问题提出对策建议。主要包括,政府发挥好最适作用、畅通高校与企业的对接渠道和创新高校科研人员管理方法。该论文采用文献研究法、对比研究法以及访谈法对辽宁省高校科研人员校企流动问题进行研究。通过大量的文献阅读、国别比较以及走访调查,期望在掌握事实的基础之上对问题进行深刻的分析,并最终提供富有成效的解决方案。未来会进一步对该问题进行追踪研究,以对以往的研究成果进行必要的修正。
[Abstract]:The third Plenary session of the 18th CPC Central Committee put forward: "break down the system barrier, remove the identity barrier, perfect the system of smooth flow of talents in the party and government organs, enterprises and institutions, and all aspects of society." The revitalization of Liaoning must take the road of innovation-driven development and promote the supporting and leading role of science and technology to the economic and social development. The power of scientific and technological innovation comes from the intellectual support provided by scientific research institutions, universities and enterprises. Whether or not the scientific researchers can fully develop their potential for scientific and technological innovation depends on the smooth flow of scientific and technological personnel. Therefore, one of the important ways to solve this problem is to remove the obstacles and restrictions of the flow of scientific research personnel from school to enterprise and to ensure the free flow of scientific research personnel. Especially in the new round of revitalization of Liaoning old industrial base, it is of great practical significance to study the flow of scientific research personnel in Liaoning Province. The thesis consists of five parts. The first part, introduction. Mainly includes the research purpose, research significance, research methods, literature review and innovation; the second part, to explain the related concepts and theories. The concepts involved include research personnel, talent flow and cooperation between schools and enterprises. The theoretical analysis tool is Etskovitz's triple helix theory, which mainly introduces the connotation of the triple helix theory. The third part describes the background and current situation of the flow of scientific research personnel in Liaoning Province and puts forward the existing problems. The existing problems mainly include: the flow of scientific research personnel in colleges and universities is hindered, the participation enthusiasm of scientific research personnel is not high, and the enterprises have little interest in cooperation and exchange of staff; part four, This paper analyzes the causes of the problems caused by the flow of scientific research personnel in colleges and universities in Liaoning Province. The main reasons include that the government has not played the optimal role, the school and enterprises have not established a perfect flow mechanism and the lack of innovative management methods in colleges and universities; the fifth part, in view of the problems existing in the flow of university scientific research personnel in Liaoning Province, put forward countermeasures and suggestions. The main contents are as follows: the government should give full play to the optimal function, open up the connection channels between universities and enterprises and innovate the management methods of scientific research personnel in colleges and universities. This paper uses literature research method, comparative research method and interview method to study the flow of scientific research personnel in Liaoning Province. Through a lot of literature reading, country comparison and interviews, the author hopes to make a deep analysis of the problem on the basis of mastering the facts, and finally to provide a fruitful solution. In the future, further research will be carried out on this issue in order to make necessary corrections to the previous research results.
