“双一流”建设与传统路径依赖超越

【摘要】："双一流"建设已经成为国家、高校和社会各界关注的焦点,从而也引起了学界的热议。无疑,"双一流"建设的根本目的在于激发学术创造性并实现学术水平的跃升,为此就必须找到制约学术创造性的根源。不难发现,传统的资源配置机制对学术创造性束缚极大,它导致了"重科研、轻教学"现象无法根除,导致了管理主义盛行,也导致了大学科研重视计划指标完成而无法有效地回应社会需要的窘境。这一切都是大学行政化的必然结果,并形成了一个复杂的路径依赖系统。因此,"双一流"建设必须超越传统路径依赖,坚持去行政化路线,促进现代大学制度建设,从而为高教强国建设创设良性的运转机制。
[Abstract]:The construction of "double-first-class" has become the focus of attention of the country, universities and all walks of life. Undoubtedly, the basic purpose of the construction of "double first-class" is to stimulate academic creativity and realize the leap of academic level, so it is necessary to find the root of restricting academic creativity. It is not difficult to find that the traditional resource allocation mechanism is a great constraint to academic creativity, which leads to the phenomenon of "emphasizing scientific research rather than teaching" and leads to the prevalence of managementism. It also leads to the dilemma that university scientific research attaches importance to the completion of planned targets and is unable to respond effectively to the needs of society. All this is the inevitable result of university administration and forms a complex path-dependent system. Therefore, the construction of "double first-class" must transcend the traditional path dependence, adhere to the deadministrative line, promote the construction of modern university system, and thus create a benign operating mechanism for the construction of a powerful country with higher education.
