H高校中外交流合作项目质量管理研究

【摘要】：改革开放以来,中国高等院校逐渐加强了与国际大学之间的合作,特别是进入21世纪后,中外交流合作项目逐年增长。在国际交流盛行的大环境之下,更需要研究中外交流合作项目的质量和质量管理引发的问题。由于中国高校开展交流合作的时间较短、经验不足,项目质量管理知识和方法的匮乏制约了我国中外交流合作项目的开展,故深入研究项目质量管理有利于保障项目的顺利完成,对提升项目质量也起到了现实意义,同时还可以丰富我国中外交流合作项目质量管理的相关理论。本论文立足于H高校中外交流合作项目,从定性角度上,应用理论分析了项目质量管理的相关特性;从定量角度上,应用统计分析客观地阐述了项目质量管理结果。本研究主要从以下几个方面展开,首先梳理了中外高校交流合作项目及项目质量的研究现状,并对研究的贡献和不足分别做出评述;其次详细叙述了H高校的中外合作项目开展情况,总结出项目质量管理中现存的问题;第三,应用项目质量管理知识描述H高校合作项目的特征和质量管理过程,设计了H高校中外交流合作项目的质量管理方案;第四,构建H高校中外交流合作项目的质量管理方案评价体系,通过统计分析得出质量管理方案的评价结果;研究结果显示,在H高校开展的三种对外交流合作类型中,短期交流访问类型的管理效果低于联合培养类型和双学位培养类型,其管理效果还有很大的上升空间,且相比之下本文设计的质量管理方案更适用于联合培养类型和双学位培养类型,这也为今后的研究提供了方向。此外,结合项目质量管理方案,提出了项目负责人对团队管理、职能部分相互配合和交流合作项目组织管理三个方面的保障建议。本文为高校中外交流合作项目的质量管理研究提供了一些理论和参考依据。
[Abstract]:Since the reform and opening up, Chinese colleges and universities have gradually strengthened the cooperation with international universities, especially after entering the 21st century, the Sino-foreign exchanges and cooperation projects have increased year by year. Under the prevailing environment of international communication, it is necessary to study the quality and quality management of Sino-foreign exchange and cooperation projects. The lack of knowledge and methods of project quality management restricts the development of Chinese and foreign exchange and cooperation projects due to the short time and lack of experience in the exchange and cooperation between Chinese and foreign universities. Therefore, in-depth study of project quality management is conducive to ensure the smooth completion of the project, to improve the quality of the project also plays a practical significance, but also can enrich China's domestic and foreign exchange and cooperation project quality management theory. This paper is based on the exchange and cooperation projects between China and foreign countries in H colleges and universities. From a qualitative point of view, this paper applies the theory to analyze the relevant characteristics of project quality management, and from a quantitative point of view, applies statistical analysis to objectively explain the results of project quality management. This research is mainly carried out from the following aspects: firstly, the current situation of the research on the exchange and cooperation projects and the quality of the projects between Chinese and foreign colleges and universities is reviewed, and the contributions and shortcomings of the research are commented respectively; Secondly, it describes the development of Chinese-foreign cooperative projects in H colleges and universities in detail, summarizes the existing problems in project quality management; third, describes the characteristics and quality management process of H university cooperative projects by using the knowledge of project quality management. The quality management scheme of the Sino-foreign exchange and cooperation projects in H colleges and universities is designed. Fourthly, the evaluation system of the quality management schemes of the Chinese-foreign exchange cooperation projects in H colleges and universities is constructed, and the evaluation results of the quality management schemes are obtained through statistical analysis; the research results show that, Among the three types of foreign exchange and cooperation carried out by H colleges and universities, the management effect of short-term exchange and interview is lower than that of joint training and double degree training. In contrast, the quality management scheme designed in this paper is more suitable for co-culture type and double-degree culture type, which also provides a direction for future research. In addition, according to the project quality management scheme, this paper puts forward three guarantee suggestions on team management, function part cooperation and cooperation project organization and management. This paper provides some theoretical and reference basis for the quality management research of Chinese-foreign exchange and cooperation projects in colleges and universities.
