教育社会组织发展与教育行政职能转变

【摘要】:在教育行政职能从传统公共行政向"公共治理"转变的今天,教育社会组织作为教育行政职能让渡的承接者,其自身的发展决定了教育行政职能转变的效能。当前,教育社会组织发展的滞后对教育行政职能转变产生了不利影响。对此,应采取促进教育社会组织发展的如下对策:采取多种模式,提高教育社会组织的自主发展能力;制定和完善相应的法律法规,将教育社会组织真正纳入法治轨道;进一步厘清教育行政部门的职能范围,合理让渡职能空间;培育市民社会,提高公众的责任意识和社会参与能力。
[Abstract]:Today, when the function of educational administration changes from traditional public administration to "public governance", the development of educational social organization, as the inheritor of educational administrative function, determines the efficiency of the transformation of educational administrative function. The lag in the development of educational social organizations has had a negative impact on the transformation of educational administrative functions. In view of this, the following countermeasures should be taken to promote the development of educational social organizations: to adopt various modes to improve the independent development ability of educational social organizations; To formulate and perfect relevant laws and regulations, to bring educational social organizations into the orbit of the rule of law, to further clarify the scope of the functions of the educational administrative departments, to reasonably transfer the functional space, to foster civil society, To enhance public awareness of responsibility and social participation.
