泉州侨乡捐资兴学的历史考察与现实作用研究

【摘要】: 泉州市素有“海滨邹鲁”之称,是我国华侨华人重要的祖籍地之一,为我国重点侨乡。华侨华人延续了我国捐资兴学的传统美德,从清末开始就推动着侨乡教育的发展。改革开放之后,侨乡当地经济实力提升,促发了当地企业或个人捐资兴学力量的形成。汇集一起的两股捐资兴学力量对侨乡地区教育发展起着重要的促进作用,推动了区域教育现代化的发展。因此,通过对泉州捐资兴学活动的历史考察与现实作用分析,可以探析当代侨乡捐资兴学的重要特征,求解困扰侨乡捐资兴学发展的难题。 论文共分为五章。第一章为导论,主要说明选题的意义、研究的现状及相关概念的界定;第二章是对清末至改革开放前泉州捐资兴学的历史追溯;第三章是对改革开放以来泉州捐资兴学发展现状的分析,对泉州高等教育捐资兴学方面作了特别的分析,探析泉州地区具有代表性的院校捐资兴学活动特点;第四章对泉州侨乡捐资兴学兴盛的原因进行总结,重点分析泉州捐资兴学的现实作用,提出三点启示;第五章是基于对泉州捐资兴学活动的整体分析,研究新时期捐资兴学活动的问题,提出建议。 本文的主要贡献为: 其一,通过对泉州侨乡捐资兴学活动的历史考察,总结出“社会稳定、经济发展、政策引导、热心人士促成”的捐资兴学发展经验。 其二,分析了泉州侨乡捐资兴学对当地教育与社会经济发展的现实促进作用及对企业捐资兴学兴起的积极推动作用,提出“发挥地方政府引导作用、争取教育(?)金会资助、鼓励企业或个人捐资兴学”三点启示。 其三,对泉州侨乡捐资兴学活动发展中面临的“新一代华人及港澳台同胞捐资兴学热情下降、企业捐资兴学热情调动不够”等问题提出了“进一步完善捐资兴学的法律法规及政策、加强与海外同胞的联系、推进企业捐资兴学制度化建设、落实教育捐赠抵税政策的实施”四个方面的建议。
[Abstract]:Quanzhou, known as the "seaside Zoulu", is one of the most important ancestral places for overseas Chinese in China. Since the end of the Qing Dynasty, it has been promoting the development of education in overseas Chinese villages. After the reform and opening up, the local economic strength of overseas Chinese townships has increased. It has promoted the formation of local enterprises or individuals to donate funds to build schools. Together, the two funds and founding forces have played an important role in promoting the development of education in the areas inhabited by overseas Chinese, and have promoted the development of regional education modernization. Based on the historical investigation and practical analysis of Quanzhou's activities of donating funds and starting up schools, the important characteristics of contemporary overseas Chinese's hometown of giving money and building up schools can be analyzed, and the problems puzzling the development of overseas Chinese's hometown's donation and development can be solved. The paper is divided into five chapters. The first chapter is the introduction, which mainly explains the significance of the topic, the status quo of the research and the definition of related concepts, the second chapter is the history of Quanzhou from the end of Qing Dynasty to the reform and opening up to the outside world. The third chapter is to the Quanzhou since the reform and opening up of the status quo of the development of Quanzhou, Quanzhou higher education to make a special analysis of funding for the establishment of the characteristics of the representative colleges and universities in Quanzhou; The fourth chapter summarizes the reasons for the prosperity of Quanzhou overseas Chinese hometown, focuses on the practical role of Quanzhou donation, and puts forward three inspirations. Chapter five is based on the overall analysis of Quanzhou donation activities. This paper studies the problem of donating funds to build up the school in the new period, and puts forward some suggestions. The main contributions of this paper are:. First of all, through the historical investigation of the activities of donating funds to build up the school in Quanzhou, the author sums up the experience of "social stability, economic development, policy guidance, and zealous personage promoting". Second, the paper analyzes the realistic promotion effect of Quanzhou overseas Chinese township to local education and social economic development, and the positive role of promoting the rise of enterprise donation to build up school, and puts forward the following points: "give play to the guiding role of local government and strive for education?" The Fund provides financial support to encourage enterprises or individuals to donate money to build schools. Third, the enthusiasm of the new generation of Chinese and Hong Kong, Macao and Taiwan compatriots in the development of the activities of donating funds to build schools in Quanzhou's hometown of overseas Chinese has declined. Such issues as "further improving the laws, regulations and policies of contributing funds to build up schools, strengthening ties with overseas compatriots, and promoting the institutionalization of enterprises' donation of funds to build schools" were raised. Four suggestions on the implementation of the tax credit policy for education donations.
