财政教育投资及其绩效研究

【摘要】:《国家中长期教育改革和发展规划纲要(2010—2020年)》指出:到2020年我国要基本实现教育现代化,基本建成学习型社会,进入人力资源强国行列。要实现这一目标,除要广泛动员各种社会资金投入教育外,财政资金对教育的投入状况及其绩效具有至关重要的作用。 本文以公共产品理论、人力资本理论、财政教育支出理论为基础,根据财政教育投资的内涵、特点及财政教育投资绩效的表现特点和表现方式,并结合我国的实际情况,在总结创新的基础上构建了包括宏观绩效与微观绩效、经济绩效与社会绩效、短期绩效与长期绩效三组6个一级指标、16个二级指标、56个三级指标的绩效评价指标体系,初步建立了对财政教育投资进行绩效评价的量化标准。同时运用构建的财政教育投资绩效评价指标体系,对我国近十几年来(有些方面为近几年)财政教育投资绩效的状况作出评价,得出财政教育投资投入不足、结构间配置不均衡、使用效率偏低等结论。通过对我国财政教育投资绩效的评价,本文探讨了我国财政教育投资中存在的一些问题及导致这些问题的原因,在此基础上借鉴国外的财政教育投资经验,并从完善我国财政教育投资的角度提出正确认识财政教育投资、制定符合我国国情的人才发展规划、拓宽财政教育资金来源渠道、创造良好的财政教育投资环境等对策措施。这些分析和措施将有助于解决我国财政教育投资现存的一些问题,为政府决策提供科学依据。
[Abstract]:The outline of the National medium- and Long-Term Education Reform and Development Plan 2010-2020 points out that by 2020, China will basically realize the modernization of education and basically build a learning society. In order to achieve this goal, it is necessary to mobilize all kinds of social funds to invest in education, and the financial funds play an important role in the investment of education and its performance. Based on the theory of public goods, human capital and expenditure on financial education, this paper bases on the connotation and characteristics of the investment in financial education and the performance and performance of the performance of the investment in financial education. Combined with the actual situation in China, on the basis of summing up innovation, this paper constructs three groups of six first-level indicators, including macro-performance and micro-performance, economic performance and social performance, short-term performance and long-term performance. 16 secondary indicators, 56 third-level indicators of the performance evaluation index system. At the same time, the paper establishes the quantitative standard of financial education investment performance evaluation. At the same time, it uses the financial education investment performance evaluation index system. This paper evaluates the performance of financial education investment in China in the past ten years (some aspects are recent years), and draws the conclusion that the investment in financial education is insufficient and the allocation among structures is not balanced. Based on the evaluation of the performance of financial education investment in China, this paper discusses some problems in the investment of financial education in China and the causes of these problems. On this basis, draw lessons from foreign financial education investment experience, and from the perspective of improving our financial education investment, put forward a correct understanding of financial education investment, and formulate a talent development plan in line with the national conditions of our country. To broaden the sources of financial education funds and create a good investment environment for financial education and other countermeasures. These analysis and measures will help to solve some existing problems in financial education investment in China. To provide scientific basis for government decision-making.
