【摘要】：教育公平是社会公平的起点，义务教育公平是教育公平的基础；“国运兴哀系于教育”，首先系于义务教育。确保义务教育支出公平对促进整个社会的可持续发展、对和谐社会的构建都具有重要的作用。自2006年我国实施农村义务教育经费保障新机制以来，我国在义务教育支出的东中西部之间的差距以及城乡之间的差距得到了一定程度的缩小，，但这种差距依然存在。本文从义务教育支出的地区差异和城乡差异出发，研究我国自2006年农村义务教育经费保障新机制以来的义务教育支出情况，在揭示出我国义务教育支出不公平状态的同时，分析其不公平的原因，最后联系我国具体实际情况，借鉴国际成功经验，从充分发挥政府财政职能的角度出发，提出能推进我国义务教育财政资金公平配置的相关措施，以期解决目前的实际问题。本文共分五章。第一章绪论。主要阐述了本文的研究背景、研究意义以及现阶段的研究成果。第二章：义务教育支出公平的理论基础。第三章：我国义务教育支出不公平的现状及其原因分析。第四章：促进义务教育支出公平的国际经验借鉴。第五章：实现我国义务教育支出公平目标的政策建议。
[Abstract]:Education equity is the starting point of social equity, and compulsory education equity is the basis of education fairness. "National prosperity depends on education", first of all, compulsory education.To ensure the fair expenditure of compulsory education plays an important role in promoting the sustainable development of the whole society and building a harmonious society.Since the implementation of the new mechanism of rural compulsory education funds guarantee in 2006, the gap between the central, western and eastern regions of compulsory education expenditure and the gap between urban and rural areas have been narrowed to a certain extent, but this gap still exists.Starting from the regional and urban and rural differences of compulsory education expenditure, this paper studies the situation of compulsory education expenditure since the new mechanism of rural compulsory education funds guarantee in 2006, which reveals the unfair state of compulsory education expenditure in China.This paper analyzes the reasons of its unfairness, and finally combines the actual situation of our country, draws lessons from the international successful experience, from the angle of giving full play to the government's financial function, and puts forward some relevant measures to promote the fair allocation of financial funds of compulsory education in our country.In order to solve the current practical problems.This paper is divided into five chapters.The first chapter is introduction.This paper mainly describes the research background, research significance and current research results.Chapter two: the theoretical basis of the fair expenditure of compulsory education.Chapter three: the current situation and reasons of the unfair expenditure of compulsory education in China.Chapter four: the international experience of promoting the fair expenditure of compulsory education.Chapter V: policy recommendations for achieving the goal of fair expenditure of compulsory education in China.
