“国培计划”背景下湖南省农村小学体育骨干教师培训质量保障研究

【摘要】:教师培训质量是衡量一个地区教师继续教育水平的重要指标,也是教师培训的核心。随着教师继续教育的发展和对教师专业化发展的要求,教师培训作为教师继续教育的重要方式之一,其培训质量成为学者们关注的焦点。国家教育部、财政部从2010年起组织实施“中小学教师国家级培训”(简称“国培计划”)。“国培计划”背景下湖南省农村小学体育骨干教师置换脱产培训质量如何?在“国培计划”实施过程中还存在哪些问题与不足?应从哪些方面保障其培训质量?这些都是本研究试图解决的问题。本文运用文献资料、问卷调查、专家访谈、数理统计等研究方法,对“国培计划”背景下湖南省农村小学体育骨干教师置换脱产研修培训质量进行调查,分析了湖南省农村小学体育骨干教师置换脱产培训质量的现状、从培训现状中发现其存在的主要问题,具体表现为:培训目标较宏观,且可操作性不强;培训内容注重理论知识,忽视实践的学习;培训形式比较传统且单一;师资队伍缺乏多元化;缺乏协调管理及相关的制度保障;考核评价形式较为单一,缺乏科学系统的评价体系等问题。针对上述问题,提出相应的质量保障策略:首先,加强内部质量保障。主要包括:注重对培训需求的调研,提高培训的针对性和实效性;精心设置培训课程,创新培训方式;严格遴选培训师资队伍,促进师资队伍的专业化;其次,完善外部质量保障。主要包括:加强对教师培训的精细化管理;完善体育教师培训相关制度保障;保障培训经费的使用;最后,整合内外沟通质量保障。就是把内部质量保障与外部质量保障的各主要方面进行有效的整合沟通,形成合力,确保“国培计划下”农村小学体育骨干教师培训能扎实有效顺利的开展。
[Abstract]:The quality of teacher training is an important indicator to measure the level of teachers' continuing education in a region, and it is also the core of teacher training. With the development of teacher continuing education and the requirement of teachers' professional development. Teacher training is one of the most important ways for teachers' continuing education, and the quality of teacher training has become the focus of scholars' attention. Since 2010, the Ministry of Finance has organized and implemented the "National training for Primary and Secondary School Teachers" (referred to as the "National training Plan"). What is the quality of the replacement training of key physical education teachers in rural primary schools in Hunan Province under the background of "National Education Plan"? What are the problems and deficiencies in the implementation of the "National Education Plan"? What aspects should be taken to guarantee the quality of their training? These are the problems this study is trying to solve. This paper uses literature, questionnaire, expert interviews, mathematical statistics and other research methods. This paper investigates the quality of physical education backbone teachers' replacement training in rural primary schools in Hunan Province under the background of "National training Plan", and analyzes the present situation of the quality of physical education backbone teachers in rural primary schools in Hunan Province. The main problems of training are found in the present situation, which are shown as follows: the training target is macro, and the maneuverability is not strong; The training content pays attention to the theory knowledge, neglects the practice study; The form of training is more traditional and single; Lack of diversity in the teaching staff; Lack of coordinated management and related system protection; Evaluation form is relatively single, lack of scientific and systematic evaluation system and other problems. In view of the above problems, put forward the corresponding quality assurance strategy: first. Strengthen the internal quality assurance. Mainly include: pay attention to the research of the training demand, improve the pertinence and effectiveness of the training; Carefully set up training courses, innovative training methods; Strict selection and training of teachers to promote the professionalization of teachers; Secondly, improve external quality assurance, mainly including: strengthening the fine management of teacher training; Perfecting the system guarantee of physical education teacher training; Guarantee the use of training funds; Finally, the integration of internal and external communication quality assurance. That is, internal quality assurance and external quality assurance of the main aspects of effective integration of communication, to form a resultant force. To ensure that the "national plan" rural primary school physical education backbone teachers training can be carried out effectively and smoothly.
