中国儿童人口结构状况及教育政策建议——基于第六次全国人口普查的数据分析

【摘要】：农村儿童发展问题依然是我国儿童发展事业中不可忽视的大多数。不同地区社会经济发展水平与儿童人口抚养比呈负相关,多数省市儿童抚养比普遍高于老年人的抚养比,欠发达地区的儿童养护与发展责任的负荷过大,在缺乏外部政策支持与资源配置的情况下,必然会导致儿童过早进入社会劳动就业。因此,加大中央财政转移支付的力度,提高儿童养护与发展相关公共经费支出在中央及各级地方财政支出中的比例,进一步实施义务教育均衡发展战略,推进农村儿童早期看护与教育的公共服务事业,成为重要的政策选择。
[Abstract]:The problem of rural children's development is still the majority of children's development in our country. There was a negative correlation between the social and economic development level of different regions and the dependency ratio of the child population. In most provinces and cities, the dependency ratio of the children was generally higher than that of the elderly, and the burden of the responsibility for child care and development in the less developed areas was too heavy. In the absence of external policy support and resource allocation, children are bound to enter social employment prematurely. Therefore, we should strengthen the transfer payment of central finance, increase the proportion of public expenditure related to child care and development in central and local financial expenditure at all levels, and further implement the strategy of balanced development of compulsory education. Promoting the public service of early care and education of rural children has become an important policy choice.
