日本教师执照更新制度的问题与动向

【摘要】：教师执照更新制度是日本文部省在成果重视型预算编制背景下,旨在确保义务教育预算而推行的改革方案。新制度打破传统执照的终身有效性,把执照管理建立在更新研修基础上,强调以外部控制督促教师专业发展,实现以高校为中心的开放型教师研修格局。打造多阶执照体系、精简行政研修以及开发合作型研修模式是今后改革的主要趋势。
[Abstract]:The renewal system of teachers' license is a reform program implemented by the Ministry of Education and Education in order to ensure the compulsory education budget under the background of results-based budgeting. The new system breaks the validity of the traditional license, builds the management of the license on the basis of updating and studying, emphasizes the supervision of teachers' professional development by external control, and realizes the pattern of open teacher study centered on colleges and universities. It is the main trend of reform in the future to build multi-level license system, to streamline administrative research and to develop cooperative study mode.
