【摘要】:家庭经济困难学生资助政策是切实履行政府公共财政的职能,推进公共服务,实现教育均等化的必然要求,是存进社会公平、公正,促进教育公平的重要手段,已经受到了世界各国的普遍重视和关注,他不仅关系到社会的公平、公正、和谐,而且关系到国家的稳定和发展,是必须重视并花大力气解决的问题。 陕西省非义务教育阶段家庭经济困难学生资助政策研究主要围绕分析非义务教育阶段家庭经济困难学生资助政策供求矛盾及完善政策的思路开展,以我国现行资助政策和非义务教育阶段资助理念为基础,科学界定家庭经济困难学生的内涵,研究其产生原因,并综合运用教育公平和教育机会均等理论、新公共服务理论、人力资本和教育成本分担与补偿等理论对非义务教育阶段家庭经济困难学生资助政策的制定与实施进行分析,对国家新的家庭经济困难学生资助政策的实施情况和存在问题进行了对比和分析,最后结合国内外资助的相关实践提出当前完善家庭经济困难学生资助政策的对策。 文章分为四部分:第一章是绪论,第二章是家庭经济困难学生资助的相关理论与实践,第三章是对陕西省非义务教育阶段家庭经济困难学生资助体系现状及问题分析,第四章是完善陕西省非义务教育阶段家庭经济困难学生资助政策的对策建议。文章在解决家庭经济困难学生经济困难和提升家庭经济困难学生能力两个领域同时展开研究,着眼于经济解困和全面发展两个层面,着眼于整体解决家庭经济困难学生在求学过程中存在的主要问题,力求在研究方法、研究内容、研究理论等方面有所创新,最后落脚于政府、社会、学校多方面的政策、对策设计,具有较大的实用性和创新性。研究项目涉及非义务教育阶段的高中教育和中等职业教育,把家庭经济困难学生问题以非义务教育阶段做整体研究,有利于整个资助体系的有效构建,具有较强的理论和现实意义。
[Abstract]:The financial aid policy for students with financial difficulties is an inevitable requirement to fulfill the functions of government public finance, to promote public services and to realize the equalization of education. It is also an important means to advance social equity, justice and promote education equity. It is not only related to the fairness, justice and harmony of the society, but also related to the stability and development of the country. The research on the financial aid policy of students with financial difficulties in non-compulsory education in Shaanxi Province mainly revolves around the analysis of the contradiction between supply and demand of financial aid policy for students with financial difficulties in non-compulsory education stage and the idea of perfecting the policy. Based on the current financial aid policy and the concept of non-compulsory education, this paper scientifically defines the connotation of the students with family financial difficulties, studies its causes, and comprehensively applies the theory of educational equity and equal opportunities. The new public service theory, human capital and education cost sharing and compensation theory are used to analyze the formulation and implementation of financial aid policy for students with financial difficulties in non-compulsory education stage. This paper makes a comparison and analysis on the implementation and problems of the new national financial aid policy for students with financial difficulties. Finally, combined with the related practice of domestic and foreign financial aid, the paper puts forward the countermeasures to perfect the financial aid policy of the students with financial difficulties at home and abroad. The article is divided into four parts: the first chapter is the introduction, the second chapter is the related theory and practice of financial assistance for students with family financial difficulties. The third chapter is the analysis of the current situation and problems of the financial aid system for non-compulsory education students of families in Shaanxi Province. Chapter 4th is the countermeasure and suggestion to perfect the financial aid policy for the students with financial difficulties in non-compulsory education stage in Shaanxi Province. The article is in the two fields of solving the economic difficulties of the students with family economic difficulties and improving the ability of the students with family economic difficulties. Start the research. Focusing on the two levels of economic relief and comprehensive development, focusing on the overall solution of the main problems existing in the process of studying for students from economically disadvantaged families, the author tries to study the methods and contents of the study. Research theory and other aspects of innovation, and finally settled in the government, society, schools in a variety of policies, countermeasures design. The research project involves high school education and secondary vocational education in the stage of non-compulsory education. The problem of students with family financial difficulties is studied as a whole in the stage of non-compulsory education. Beneficial to the effective construction of the entire funding system, has a strong theoretical and practical significance.
