中国城乡教育公平度综合评价研究

【摘要】:目前的世界已然进入了知识经济时代,能否在这激烈的竞争环境中立于不败之地,教育起着至关重要的作用,大力发展教育,对于实旋科教兴国战略和可持续发展战略及践行科学发展观都具有十分重要的现实意义。自改革开放以来,我国教育事业发展迅猛,并取得了很多举世瞩目的成就,但也存在诸多不尽如人意的方面,其中一个相当突出的表现就是城乡教育还存在着较大的差距,城乡教育公平问题日趋显现。 近年来,随着我国城乡一体化进程不断加快,城乡社会经济等各方面都取得了长足的发展,但城乡综合发展差距却仍在不断拉大,贫富差距也有所加剧,人们教育观念的不断更新以及教育资源相对不足,使得城乡教育公平问题更加凸现并开始引发一系列的教育问题与社会问题。显然,城乡教育公平问题已成为我国政府及社会各界普遍关注的焦点问题之一,也是我国政府在未来亟待解决的问题与难题。 本文从城乡教育公平度相关理论基础的分析着手,界定了城乡教育公平度科学内涵,简要分析了城乡教育公平度的影响因素和测度方法。指出本文所指城乡教育公平度,就是教育公平度的概念在城乡范畴内的概括。体现了城乡教育公平内涵的量化转变,但其基点仍是城乡教育公平的实际状况,城乡教育公平度的科学内涵依然主要体现城乡教育公平本身的含义。然后,通过城乡教育质量和城乡教育机会等因素的对比分析了我国城乡教育公平问题的现状,并且,提出运用教育基尼系数测度法对城乡教育公平度进行测度的方法,并通过构建城乡教育公平度综合评价指标体系和层次分析赋权方法构建了城乡教育公平度综合评价体系。随后,阐述了目前我国城乡教育差距较大,发展及其不平衡的状态,并且分析了影响我国城乡教育公平度的因素。在此基础上,对影响城乡教育公平度的各个因素进行了分析。最后,提出了改善乡村教育水平、消除城乡教育不公平现状的对策和建议。
[Abstract]:The current world has entered the era of knowledge economy, whether in this fierce competitive environment in an invincible position, education plays a vital role in the development of education. It has a very important practical significance for the strategy of rejuvenating the country through science and education and the strategy of sustainable development and the practice of the scientific development view. Since the reform and opening up, the educational cause of our country has developed rapidly. And has made a lot of achievements, but there are also a lot of unsatisfactory aspects, one of the most prominent performance is that there is still a large gap between urban and rural education, urban and rural education equity issues are becoming increasingly apparent. In recent years, with the acceleration of the process of urban-rural integration, the social and economic aspects of urban and rural areas have made great progress, but the gap between urban and rural comprehensive development is still widening, the gap between rich and poor has also been aggravated. The continuous renewal of people's educational concept and the relative shortage of educational resources make the issue of urban and rural education equity more prominent and start to cause a series of educational and social problems. The issue of urban and rural education equity has become one of the focus issues that our government and all walks of life pay close attention to, and it is also the problem and difficult problem that our government needs to solve in the future. This paper begins with the analysis of the theoretical basis of urban and rural educational equity, and defines the scientific connotation of urban and rural educational equity. This paper briefly analyzes the influencing factors and measurement methods of urban and rural education equity, and points out that the urban and rural education equity degree is referred to in this paper. It is the generalization of the concept of the degree of educational equity in urban and rural areas. It reflects the quantitative transformation of the connotation of urban and rural education equity, but its basic point is still the actual situation of urban and rural education equity. The scientific connotation of the degree of urban and rural education equity is still mainly reflected the meaning of urban and rural education equity itself. Then. Through the comparison of urban and rural education quality and urban and rural educational opportunities, this paper analyzes the current situation of urban and rural education equity in China, and puts forward a method to measure the urban and rural educational equity by using the Gini coefficient measure method. And through the construction of urban and rural education equity comprehensive evaluation index system and analytic hierarchy process (AHP) method to build a comprehensive evaluation system of urban and rural education equity. Development and its unbalanced state, and analysis of the impact of urban and rural education equity in China's factors. On this basis, the impact of urban and rural education equity of the various factors are analyzed. Finally. The countermeasures and suggestions are put forward to improve the level of rural education and eliminate the unfair situation of urban and rural education.
