将选调生机制引入农村教师队伍建设中的策略分析

【摘要】:本研究以我国目前农村教育事业面临的困境为背景,以农村教师队伍建设的重要性为依托,以我国改革开放以来实施的向农村引进优秀教师人才的“三支一扶”计划、农村教师特设岗位计划、免费师范生等各项政策为基础,运用类比分析和政策内容分析的方法,大胆地引入国家选调生政策,研究其与教师人才引进政策的共有属性、优越性以及跨范畴借鉴的可行性。在政策研究中发现,已有的各项人才‘引进措施都具有不同层面的缺陷,如新实施的免费师范生政策,通过各项数据统计,笔者对其提出三点疑问:1、免费师范教育能否真正培养出优秀的教师?2、免费师范生政策是否有失公平?3、毕业的免费师范生能否坚持当初教书育人的理想? 通过分析国家政策导向、农村教师队伍建设需求、毕业生就业市场需求,引入著名经济学理论萨伊定律,探索性的研究出了一套新型农村优秀教师人才‘引进模式,即“选派生”模式。笔者运用“属+种差”的定义法给“选派生”下定义,即:组织部和教育部有计划地从高等院校选派品学兼优的应届大学本科以上毕业生到基层(乡、村、镇)从教,在满足一定的年限之后(一般为2年),考察合格者承认其国家正式教师资格和身份,并作为省、市、县相关教育部门的高素质教师人才和学校管理人员的后备力量进行重点培养,这批毕业生简称“选派生”。同时对“选派生”的招聘对象及条件、招聘形式及程序、服务期限和范围、服务期间的经费保障和相关社会福利、服务期间的编制问题、工作管理问题以及服务期满之后的后续发展问题等都做了详细的研究和规定。 研究认为,将“选派生”机制引入现有的农村引进优秀教师人才的措施中具有重要的现实意义和价值导向作用:1、让有理想抱负的优秀大学毕业生从教有门,对于吸收高校毕业生从事农村义务教育具有深远意义;2、“选派生”机制解决了以前大学生到农村支教资教最怕的二次就业问题,因而会吸引更多优秀的大学生深入农村;3、“选派生”的人才‘培养模式提高了国家的用人效率,使人才‘的作用得到了充分的发挥和利用。4、“选派生”机制有助于刚走出大学校门的大学生的自我提升和职业生涯规划,改变了有些学校管理人员缺乏相关管理知识和经验背景的现状,提高了学校管理的效率和人员素质。
[Abstract]:This study is based on the plight of rural education in China, the importance of rural teachers' construction, and the "three branches and one support" plan to introduce outstanding teachers to rural areas since the reform and opening up. On the basis of the special post plan for rural teachers, free normal students and other policies, this paper applies the methods of analogy analysis and policy content analysis, boldly introduces the national policy of selecting and adjusting students, and studies its common attributes with the policy of introducing teachers and talents. Superiority and feasibility of cross-category reference. In the policy research, we found that the existing measures of introducing talents all have defects in different levels, such as the newly implemented policy of free normal school students, through the statistics of all kinds of data. The author raises three questions about it: 1: 1, can free normal education really cultivate excellent teachers? 2. Is the policy of free normal school students unfair? 3, can graduates of free normal students adhere to the original ideal of teaching and educating people? Based on the analysis of the national policy orientation, the demand of rural teachers' construction, the demand of graduates' employment market, and the introduction of the famous economic theory, sa'Law, this paper explores a set of new rural excellent teachers' introduction model. That is, the mode of "selecting and distributing students". The author uses the definition method of "generic difference" to define "selected students", that is, the Organization Department and the Ministry of Education have planned to select undergraduate graduates from colleges and universities with excellent academic qualities to the basic level (villages, villages, villages). After meeting a certain number of years (usually 2 years), those who qualify for inspection recognize their national formal qualifications and status as teachers and serve as provinces and municipalities. The high-quality teachers in the relevant education departments of the county and the reserve forces of the school management personnel should be trained emphatically. These graduates are referred to as "selecting students". At the same time, the recruitment objects and conditions, the forms and procedures of the recruitment of the "selected students" are also discussed. The length and scope of service, the guarantee of funds and related social welfare during service, the establishment of service period, the problem of job management and the problem of subsequent development after the expiration of service period have all been studied and stipulated in detail. The study holds that introducing the mechanism of "selecting and distributing students" into the existing measures of introducing outstanding teachers and talents in rural areas has important practical significance and value guiding role: 1, so that outstanding university graduates with ideal aspirations can have a door to teaching. It is of far-reaching significance to absorb college graduates into compulsory education in rural areas. The "student selection" mechanism has solved the problem of secondary employment of college students who were most afraid of supporting education and education in rural areas. As a result, more excellent college students will be attracted to go deep into the rural areas. The 'talent training model' for "sending students" has improved the country's employment efficiency. So that the role of talent 'get full play and use. 4, the "student selection" mechanism to help new college students out of the university self-promotion and career planning, It has changed the present situation that some school administrators lack the relevant management knowledge and experience background, and has improved the efficiency and the personnel quality of the school management.
