【摘要】:随着中国住房制度改革和市场化的全面推开,房地产业得到了长足迅速发展,已成为拉动内需、促进经济增长的支柱产业。然而,市场过热、价格持续快速上涨、供需失衡等问题也伴随着房地产业的快速发展而不断涌现。为此,政府根据房地产业不同时期的不同情况,采取土地、金融、税收、行政等一系列调控措施,对房地产市场进行干预和规范,在一定时期内、一定程度上起到了抑制房价过快上涨的作用,但最终,房价还是在政策观望期结束后,继续非理性快速上涨,房地产业进入了越调控越涨价的“怪圈”。从各国近30年的房地产发展情况可以看出,住房价格过快上涨将导致市场泡沫出现,有较高的经济风险和社会风险。因此,必须要加强对中国房地产价格过快上涨及调控政策效应研究,认真分析当前房地产市场形势,找出问题症结,有针对性地提出意见建议,切实发挥好政府调控作用,这对有效地遏制房价过快上涨,防止和挤压泡沫,保持房地产业健康稳定,进而促进国民经济持续、快速发展,具有很强的现实意义。 本文在收集、整理国内外有关房地产价格调控政策研究文献资料的基础上,首先从房地产价格的相关理论入手,阐述了房地产价格的概念,探讨了房地产价格的决定因素与特征;分析调控的概念与目标,结合调控的理论依据,阐述调控政策对房地产市场价格的传导机制;结合实际情况,分析中国房地产价格过快上涨的现象及原因,并详细分析2003年以来不同类型调控政策对房地产价格的影响与实际效应;在此基础上,查找影响调控政策发挥效应的因素;进而对如何健全完善中国房地产价格调控体系提出意见建议。
[Abstract]:With the reform of China's housing system and the promotion of marketization, the real estate industry has developed rapidly and has become the pillar industry to stimulate domestic demand and promote economic growth. However, the market is overheated. With the rapid development of the real estate industry, the government adopts land, finance and taxation according to the different situations of the real estate industry in different periods. Administration and a series of regulatory measures to intervene and regulate the real estate market, in a certain period of time, to a certain extent, played a role in curbing the rapid rise in house prices, but ultimately, housing prices or after the end of the policy wait-and-see period. Continue to rise irrationally, the real estate industry has entered a "strange circle" of increasing prices. From the development of real estate in nearly 30 years, we can see that the rapid rise of housing prices will lead to the emergence of market bubbles. There are higher economic and social risks. Therefore, we must strengthen the study on the effects of the excessive rise of real estate prices and the regulation and control policies in China, seriously analyze the current real estate market situation and find out the crux of the problem. Put forward some suggestions and suggestions, give full play to the role of government regulation and control, which can effectively curb the rapid rise of house prices, prevent and squeeze bubbles, keep the real estate industry healthy and stable, and then promote the national economy to continue. Rapid development, has a strong practical significance. Based on the collection and collation of domestic and foreign literature on real estate price regulation and control policy, this paper begins with the theory of real estate price and expounds the concept of real estate price. The determinant factors and characteristics of real estate price are discussed. This paper analyzes the concept and goal of regulation and control, and expounds the transmission mechanism of regulation policy to the real estate market price in combination with the theoretical basis of regulation and control. Combined with the actual situation, this paper analyzes the phenomenon and causes of the rapid rise of the real estate price in China, and analyzes in detail the influence and actual effect of different types of regulation and control policies on the real estate price since 2003. On this basis, find out the factors that affect the effect of regulation and control policies; Then put forward suggestions on how to perfect the real estate price control system in China.
