沈阳市保障性住房相关的问题研究与对策

【摘要】：随着国家改革开放的深入和经济实力的提升，国民贫富差距逐渐拉大，中低收入群体的住房难、住房贵等问题也越来越突出。我国政府作为宏观调控的组织机构和执行机构，应该创建具有政府福利性住房特性的住房保障体系，完善相应法律制度，减少贫富差距过大造成的社会矛盾，解决低收入群体的住房实际困难，促进房地产市场健康发展。国外在保障性住房制度构建和发展起步比较早，澳大利亚等国家结合自身情况研究制定了相对应的保障性住房政策和制度，有比较先进、完善的保障性住房建设经验，例如健全的住房保障法律体系、充足保障资金来源及完善的准入退出机制等，通过学习澳大利亚良好的经验做法，，有利于促进沈阳市保障性住房建设和发展。本文首先介绍选题背景和研究意义，探讨文章研究的思路和方法，提出主要创新点，介绍保障性住房的相关概念和理论，并通过对澳大利亚的住房保障体系和法律制度与沈阳市保障性住房的对比和分析，针对目前沈阳市保障住房存在的问题和难点，提出相应的整改措施及办法，建立健全的住房保障法律法规、加大保障性住房建设规模及覆盖面、完善保障性住房准入及退出机制，建立保障性住房长效运行机制、多渠道保障建设资金来源、加大建设项目商业配套、采取人性化设计理念等，并畅想沈阳市保障性住房未来规模发展的规模和趋势，推进沈阳保障性住房健康、可持续发展。
[Abstract]:With the deepening of the national reform and opening up and the improvement of economic strength, the gap between the rich and the poor has gradually widened, and the housing of low and middle income groups is difficult. As an organization and executive organization of macro-control, our government should establish a housing security system with the characteristics of government welfare housing and improve the corresponding legal system. To reduce the social contradictions caused by the gap between the rich and the poor, to solve the housing difficulties of low-income groups, and to promote the healthy development of the real estate market. Foreign countries in the construction and development of affordable housing system started early, Australia and other countries combined with their own research to formulate the corresponding affordable housing policies and systems, there are more advanced. Perfect experience of housing construction, such as a sound legal system of housing security, adequate sources of security funds and perfect access and exit mechanism, through the study of Australia's good experience and practice. It will help to promote the construction and development of affordable housing in Shenyang. Firstly, this paper introduces the background and significance of the research, discusses the ideas and methods of the article research, puts forward the main innovation points, and introduces the related concepts and theories of affordable housing. Through the comparison and analysis of the housing security system and legal system in Australia and the housing guarantee in Shenyang, the paper puts forward the corresponding measures and measures for the improvement of the housing security system and the difficulties in Shenyang at present. Establish sound housing security laws and regulations, increase the scale and coverage of affordable housing construction, improve access and exit mechanisms for affordable housing, and establish a long-term operational mechanism for affordable housing. In order to promote the health of affordable housing in Shenyang, we should ensure the source of construction funds through multiple channels, increase the commercial matching of construction projects, adopt the concept of humanized design, and imagine the scale and trend of the future scale development of affordable housing in Shenyang.
