哈公积金中心公积金信贷风险管理研究

【摘要】:随着居民住房市场化、商品化的完成,我国的公积金制度也逐渐成为职工实现住房愿望的重要支持性制度。在城镇化脚步加快的今天,住房公积金制度所具备的广泛保障性和制度特殊性,使其更容易在住房保障体系中发挥基础和建设性的作用。特别是近些年来房地产发展过热,全国范围内住房价格普遍大幅上涨,对于中低收入者购买住房改善居住条件的基本愿望的实现产生极为不利的影响。在哈尔滨这样的省会城市中职工的住房压力和困难表现的也甚为明显,住房公积金制度在保障职工基本住房要求上的积极作用越来越突显。《住房公积金管理条例》明确规定,职工个人缴存的住房公积金和职工所在单位为职工缴存的住房公积金,属于职工个人所有。公积金是归职工个人所有的安居钱,一旦发生风险将直接影响广大老百姓的切身利益。但随着公积金资金规模的迅速增长,公积金的信贷资金量也随之增加,所附带的资金信贷风险也越来越大,信贷风险的关联系统也更加复杂,这就需要作为公积金管理者的住房公积金中心具备更强大的资金管理能力和信贷风险防范能力,以保障公积金的资金安全,真正持久的发挥面向职工群众的基本住房保障作用。本文就是基于这样的一个背景,立足哈市公积金管理实际,,对其中的信贷风险管理加以研究,力求找出公积金信贷风险点,用科学的方法进行评估,进而形成一套科学有效的风险防范体系。
[Abstract]:With the completion of housing marketization and commercialization, China's provident fund system has gradually become an important supporting system for workers to realize their housing aspirations. Today, the pace of urbanization is accelerating. Housing provident fund system has a wide range of security and system particularity, making it easier to play a basic and constructive role in the housing security system. Especially in recent years, the development of real estate overheating. Across the country, housing prices have generally risen sharply. For the low-income people to buy housing to improve the living conditions of the realization of the basic desire to have a very negative impact. In such provincial capital cities such as Harbin the housing pressure and difficulties of workers are also very obvious. Housing provident fund system in the protection of basic housing requirements of workers more and more prominent role. "Housing provident fund management regulations" clear provisions. The housing accumulation fund that worker individual pays deposit and the housing accumulation fund that the unit that worker is in is paid for worker, belong to worker individual all. Accumulation fund is the safe residence money that belongs to worker individual all. Once the risk will directly affect the vital interests of the general public. But with the rapid growth of the scale of provident fund funds, the amount of credit funds of the provident fund will also increase, the accompanying capital credit risk is also increasing. The related system of credit risk is also more complex, which requires the housing provident fund center as a provident fund manager to have more powerful ability of fund management and credit risk prevention, in order to ensure the fund safety of the accumulation fund. This paper is based on such a background, based on the actual management of the city's provident fund, the credit risk management to be studied. This paper tries to find out the credit risk point of provident fund and evaluate it by scientific method, and then form a set of scientific and effective risk prevention system.
