娄底市土地供给对房地产市场的影响研究

【摘要】:房地产业在国民经济发展中起着重要作用。房地产市场的发展不仅关系到国民经济的全局,更关系着社会的稳定。保障房地产市场健康发展是实现安居乐业的重要途径。土地是房地产开发建设中的来源,土地供给是房地产市场的基础和关键,是国家进行房地产市场宏观调控的起点。经过近十年的土地供给制度改革,我国逐渐形成了政府和市场双重调控的城市土地市场。政府部门通过对土地出让的计划、渠道、方式和手段进行科学的调整,优化城市土地资源配置,实现土地的可持续利用。同时,结合市场的作用,保障城市土地市场的供需平衡,进而推动房地产市场的健康运行。 本文运用文献资料法、统计分析法、实证研究法等研究方法,结合市场供需理论、公共产品理论等经济学和管理学理论,以娄底市为实证研究对象,在阐述土地供给概念及土地供给的常见形式的基础上,深入分析土地供给对房地产市场的影响。同时,针对娄底市土地供给管理中的问题,提出相应解决对策,以期通过构建土地供应与房地产市场协调发展的机制,促进娄底市土地市场和房地产市场的协调、有序、健康发展。本文认为:土地供给是房地产市场的基础和关键,为确保房地产业的稳定有序进行,必须加强土地供给管理。而以土地政策参与宏观调控是我国在特殊国情下实行的重大管理创新。土地供给对房地产市场的影响较大,两者之间存在互动机制。土地供给量、土地供给方式、土地供给机构、土地供给计划等都会对房地产产品结构产生相应的影响,地价和房价之间互为因果关系。房地产市场和土地市场都是特殊的商品,两者都受供求理论的影响,地价与房价在一定她的范围内上下波动,直到达到供需平衡的理想状态。在这个过程中,政府管理部门通过土地供给政策来宏观调控房地产市场,实现土地市场与房地场市场的协调发展。娄底市近几年来土地供给形势紧张,土地出让数量有所下降,供需不平衡,这就使得地价与房价齐升,土地供给和房地产市场发展面临危机。要改变这种现状,需要构建基于市场需求的土地供给与房地产市场协调机制。娄底市政府需要不断完善土地供给计划、完善土地供给方式、调整土地供给结构,合理构建土地供给政策体系,完善土地供给管理体制,加强对土地市场和房地产市场的监管,以实现政府宏观调控目标。
[Abstract]:The real estate industry plays an important role in the development of the national economy. The development of the real estate market not only relates to the overall situation of the national economy, Ensuring the healthy development of the real estate market is an important way to live and work in peace and contentment. Land is the source of real estate development and construction, and the supply of land is the foundation and key of the real estate market. After nearly a decade of land supply system reform, China has gradually formed a dual regulation and control of the government and the market urban land market. Government departments through the land transfer plans, channels, Methods and means of scientific adjustment, optimize the allocation of urban land resources, realize the sustainable use of land, at the same time, combined with the role of the market to ensure the balance of supply and demand of urban land market, and then promote the healthy operation of the real estate market. This paper uses literature, statistical analysis, empirical research and other research methods, combined with the market supply and demand theory, public goods theory and other economics and management theory, taking Loudi as the empirical research object. On the basis of expounding the concept of land supply and the common forms of land supply, this paper deeply analyzes the influence of land supply on real estate market. At the same time, aiming at the problems in land supply management in Loudi City, the corresponding countermeasures are put forward. In order to promote the coordination, orderly and healthy development of the land market and real estate market in Loudi, the author thinks that the land supply is the foundation and key of the real estate market. In order to ensure the steady and orderly development of the real estate industry, we must strengthen the land supply management, and taking part in the macro-control by the land policy is a major management innovation in our country under the special national conditions. The land supply has a great influence on the real estate market. There are interactive mechanisms between the two. The amount of land supply, the mode of land supply, the organization of land supply, the land supply plan and so on will have a corresponding impact on the structure of real estate products. The real estate market and the land market are both special commodities. Both are influenced by the theory of supply and demand. Land prices and prices fluctuate within a certain range. Until the ideal state of balance between supply and demand is reached. In this process, the government administration macroscopically regulates the real estate market through land supply policies. In recent years, the land supply situation in Loudi City has been tense, the quantity of land sales has decreased, and the supply and demand have not been balanced. This has made land prices rise in line with housing prices. Land supply and the development of real estate market are facing crisis. To change this situation, it is necessary to construct a coordination mechanism between land supply and real estate market based on market demand. Perfecting the land supply mode, adjusting the land supply structure, rationally constructing the land supply policy system, perfecting the land supply management system, strengthening the supervision of the land market and the real estate market, in order to realize the government's macro-control goal.
