南京市土地储备运作机制研究

【摘要】:我国的城市土地储备制度起源于上个世纪90年代后期,是经济体制改革大背景下城市土地管理领域的一项制度创新。这项制度的诞生,对城市整体的规划建设,规范房地产开发市场与城市土地交易市场都发挥了积极作用。建立城市土地储备制度,是为建立健全公开、公平、公正的土地使用制度,从而增强国家对国有土地资产的管理,达到规范土地使用权的出让行为,防止我国国有土地资产流失的目标而采取的一项重大改革举措。 本文首先从城市土地储备制度出发,介绍了土地储备的起源、界定土地储备的内涵及功能,分析了城市土地储备制度的计划与管理、范围与程序、开发与利用、供应以及资金管理等相关方面。其次,‘介绍了南京市土地储备运作实施背景及发展历程、运作机制现状,揭示了目前南京市土地储备运作机制存在的市级统筹调控能力不强、收储方式与土地管理方向不符、资金管理效率不高、土地运作动力不足、部门间协同功能不足等问题,分析了收储主体多元、储备土地来源相对较窄、管理机制缺失、资金运作不活、收益政策多变、融资方式单一、土地储备过程中相关部门相互抵触、互相推诿,行政审批手续繁杂、办事效率低等原因。再次,具体分析了典型城市上海、武汉、杭州的土地储备运作机制特点,得出对南京的经验和启示。最后,提出了完善南京市土地储备运作机制的对策建议:扩大土地储备的运作范围,对城市土地储备的管理进一步加强,对土地储备开发部门构成的管理进行完善,加强建设土地储备相关资金的管理体制、完善收益分配机制、建立部门共同协调机制。
[Abstract]:The urban land reserve system of our country originated in the late -10s, and it is a system innovation in the field of urban land management under the background of economic system reform. Standardizing the real estate development market and the urban land trading market has played a positive role. The establishment of the urban land reserve system is to establish a sound and open, fair and just land use system, thereby strengthening the state's management of state-owned land assets. To achieve the goal of standardizing the transfer of land use right and preventing the loss of state-owned land assets in China, a major reform measure has been taken. Starting from the urban land reserve system, this paper first introduces the origin of the land reserve, defines the connotation and function of the land reserve, and analyzes the planning and management, scope and procedure, development and utilization of the urban land reserve system. Secondly, this paper introduces the background and development of the land reserve operation in Nanjing, the present situation of the operation mechanism, and reveals that the ability of the city to coordinate and regulate the land reserve operation mechanism in Nanjing is not strong at present. The way of collecting and storing is not in accordance with the direction of land management, the efficiency of fund management is not high, the power of land operation is insufficient, and the coordination function between departments is insufficient. This paper analyzes the diversity of the main body of the reserve, the relatively narrow source of the reserve land, and the lack of management mechanism. Capital operation is inactive, income policy is changeable, financing method is single, relevant departments in the process of land reserve conflict each other, shirk each other, administrative examination and approval procedures are complicated, work efficiency is low and so on. Thirdly, the typical city Shanghai is analyzed concretely. The characteristics of the operation mechanism of land reserve in Wuhan and Hangzhou, and the experience and enlightenment to Nanjing are obtained. Finally, the countermeasures and suggestions to perfect the operation mechanism of land reserve in Nanjing are put forward: to expand the scope of operation of land reserve, The management of urban land reserve should be further strengthened, the management of land reserve development department should be perfected, the management system of construction land reserve related funds should be strengthened, the income distribution mechanism should be perfected, and the coordination mechanism of departments should be established.
