安居工程质量社会网络分析及对策研究

【摘要】：近年来,为了应对房地产市场形势,国家通过政策和资金的支持,加大了保障性安居工程的建设力度,以此作为解决民生的重要手段与途径。实施大规模的保障性安居工程,在量取得增长的同时,质量问题频发。自保障性安居工程建设以来,各省市的保障性住房不断出现外墙渗漏、墙体开裂、楼板漏水、瘦身钢筋(不合格钢筋)等质量通病。安居工程项目的建设涉及政府机构、建设单位、建筑施工总承包单位、勘察设计单位、监理单位、科研院所等多个参与单位,这些参与单位在安居工程质量建设中发挥着各自的作用。保障性安居工程是一项系统工程,安居工程质量关系着国家经济发展和人民生活。为保障安居工程项目顺利实施,找出质量通病的原因,提出防治质量通病的对策,对提高安居工程质量具有重要意义。本文借鉴社会网络分析理论,建筑工程质量管理理论的研究成果,首先界定了安居工程质量各参与单位关系网络的内涵,选取了关系强度测量指标,运用模糊层次分析法确定了关系强度的指标权重。其次以各地区安居工程项目案例为研究情境,通过问卷调查和深度访谈,根据个体网络特征,探讨安居工程质量各参与单位关系网络的运行机制。同时,提出了安居工程质量各参与单位主体行为偏差的研究性假设,检验各参与单位主体行为偏差对安居工程质量的显著性影响程度。最后,根据各参与单位主体行为偏差对质量的影响程度,分析安居工程质量通病出现的原因,提出了改进安居工程质量的建议。
[Abstract]:In recent years, in order to cope with the real estate market situation, the state, through the support of policies and funds, has increased the construction of affordable housing projects as an important means and way to solve the livelihood of the people. At the same time of increasing quantity, quality problems occur frequently. Since the construction of supportable housing projects, there have been leakage of exterior walls, cracking of walls and leakage of floor slabs in various provinces and cities. The construction of residential projects involves government agencies, construction units, construction units, general contractors of construction, survey and design units, supervision units, scientific research institutes and other participating units. These participating units are playing their respective roles in the construction of the quality of housing projects, which is a systematic project. The quality of the security housing projects has a bearing on the development of the national economy and the lives of the people. In order to ensure the smooth implementation of the projects, It is of great significance to find out the causes of common quality diseases and put forward countermeasures to prevent and cure them. This paper draws lessons from the research results of social network analysis theory and construction engineering quality management theory. Firstly, the connotation of the relationship network of each participating unit in the quality of residential project is defined, and the measurement index of the relationship intensity is selected. Using fuzzy analytic hierarchy process (AHP) to determine the index weight of relationship strength. Secondly, based on the individual network characteristics, this paper takes the cases of residential projects in various regions as the research context, and through questionnaires and in-depth interviews, according to the characteristics of the individual network. This paper probes into the operation mechanism of the relationship network of the units involved in the project quality, and puts forward the research hypothesis of the behavior deviation of the units involved in the project quality. Finally, according to the influence degree of the main body behavior deviation of each participating unit on the quality, this paper analyzes the causes of the common problems in the quality of the housing project. Some suggestions for improving the quality of residential projects are put forward.
