基于综合业态小地块土地开发模式研究

【摘要】:土地是国民经济发展的基石,提高土地开发的合理性和高效性,对于促进地方政府经济的发展尤为重要。在国家层面,各省经济发展具有极大的不均衡性;在地方政府层面,城市各区域经济发展也具有一定程度的不均衡性。因此,土地具有一定的“有效稀缺性”。因而我国迫切需要更高效率和更高合理性的土地开发模式。作者在充分研究国内、外土地开发理论的基础上,提出了“基于综合业态可分割成若干小地块的土地开发模式”。该模式具有能适应当前国内宏观经济环境状况、房地产发展状况及充分发挥土地政策灵活性的特色,很好的解决了中小企业所急需的具有低容积率和多种业态功能的总部经济性质用地难题,为地方政府解决民生和发展问题提供了经济基础。结合当地实际情况,从可入驻的业态和土地可分割大小出让入手,对所要开发土地的区域位置、周边环境、规划条件、功能业态的适应性和土地出让条件进行分析研究,提出了可做综合业态的土地开发模式的条件和运作机制,并对这种新的土地开发模式进行了经济评价分析。作者以翔安区马塘山小总部商务区土地开发为具体实例,从该项目的区域位置、周边环境、土地利用和规划条件、土地出让条件和土地开发的经济分析等方面,实证分析了综合业态的土地开发模式的实际运用。通过马塘山小总部商务区项目的实证研究,可以为具有类似开发条件,为提升土地开发价值,促进项目的投资建设,地理位置较偏僻,又难以开发但又急需有成效的土地开发提出了新的土地开发模式。
[Abstract]:Land is the cornerstone of national economic development. To improve the rationality and efficiency of land development is particularly important to promote the development of local government economy. Therefore, land has a certain "effective scarcity". Therefore, China urgently needs a more efficient and rational land development model. On the basis of the theory of foreign land development, the paper puts forward a land development model which can be divided into several small plots on the basis of comprehensive operation. The model has the ability to adapt to the current situation of the domestic macroeconomic environment. The development of real estate and the characteristics of giving full play to the flexibility of land policy have solved the problem of land use of headquarters economy, which is badly needed by small and medium-sized enterprises, which has low volume ratio and many kinds of business functions. It provides an economic foundation for local governments to solve livelihood and development problems. According to the actual local conditions, starting with the scalable business form and land divisible size transfer, the regional position, surrounding environment, and planning conditions of the land to be developed are given. The adaptability of functional form and the condition of land transfer are analyzed and studied, and the conditions and operation mechanism of land development mode which can be used in comprehensive operation are put forward. The author takes the land development of the small headquarters of Matang Mountain in Xiangan District as a concrete example from the regional position, surrounding environment, land use and planning conditions of the project. In the aspects of land transfer conditions and economic analysis of land development, this paper empirically analyzes the practical application of the comprehensive land development model. Through the empirical research on the project of Matangshan small headquarters Business District, it is possible to have similar development conditions. In order to improve the value of land development and to promote the investment and construction of the project, a new land development model is put forward, which is difficult to develop, difficult to develop, but badly needed.
