小城镇房地产开发绩效评价体系研究

【摘要】:随着我国进入城市化进程快速发展时期,小城镇建设得到了迅速发展。与此同时,作为小城镇建设的新生事物小城镇房地产开发也应运而生,改善了农村富余劳动力转移就业,带动了诸多产业共同发展,提高了小城镇人民的生活水平。在我国经济比较发达的东南沿海地区,较早就出现了小城镇房地产开发,经过早期的摸索阶段,房地产业发展得比较规范,有健全的行政管理体制和成熟的市场体制。但在中西部落后地区,小城镇经济过于依赖土地,地方政府纷纷将房地产作为支柱产业,盲目发展,造成土地等资源浪费严重、小城镇规划不合理、建筑住宅质量差、建筑风格单调等各种问题,不利于地方经济发展,阻碍了新农村建设前进的脚步。小城镇房地产开发是新农村建设和城镇化的重要内容,建立绩效评价体系对小城镇房地产开发进行绩效评价可以系统的发现问题,并为解决问题提供参考依据,从而提高对小城镇房地产开发的管理水平,使小城镇房地产开发健康持续的发展。 经营绩效和行业绩效已不能满足对小城镇整体房地产业的评价,为了全面评价开发绩效,本文新增加了环境绩效和民生绩效两个维度。本文首先借鉴房地产开发企业绩效评价指标体系和房地产业绩效评价指标体系,设置经营绩效和行业绩效两个维度,再根据小城镇房地产开发流程中的重要环节以及重要环节中所出现的问题设置相应的指标,并按照指标的性质进行逐层归类形成环境绩效和民生绩效两个维度,从而形成经营绩效、行业绩效、环境绩效和民生绩效四个维度的评价指标体系;再利用层次分析法确定指标的权重,利用灰色关联度法确定具体指标的关联系数;评价指标体系、层次分析法和灰色关联度法王者共同构成本文的绩效评价体系。 实证部分中,对南河镇房地产开发进行了实地调研,并根据其特点选取相应的指标进行评价,评价结果得分较高,说明发展得较好,希望能对其它小城镇房地产开发起到借鉴作用,同时也为小城镇建设的政策制定提供依据。不仅要提高行业绩效、环境绩效和民生绩效的权重,同时还要提高行业政策制定的科学性,提高环境问题解决的全面性,提高民生问题解决的及时性。房地产开发是小城镇建设中不可或缺的内容,对小城镇房地产开发绩效的研究可以作为新农村建设理论和小城镇建设理论的补充。
[Abstract]:With the rapid development of urbanization in our country, the construction of small towns has been developed rapidly. At the same time, the real estate development of small towns, as a new thing in the construction of small towns, has emerged as the times require, which has improved the transfer and employment of surplus rural labor. It has led to the common development of many industries and improved the living standards of the people in small towns. In the southeast coastal areas of China, where the economy is relatively developed, the real estate development of small towns appeared earlier, and after an early stage of exploration, The real estate industry has developed fairly well, with a sound administrative management system and a mature market system. But in the backward areas of the central and western regions, the economy of small towns is too dependent on land, and local governments have taken real estate as a pillar industry and blindly developed it. These problems, such as serious waste of land and other resources, unreasonable planning of small towns, poor quality of building houses and monotonous architectural styles, are not conducive to the development of the local economy. Small town real estate development is an important content of new rural construction and urbanization, the establishment of performance evaluation system for small town real estate development performance evaluation can be systematically found problems, It also provides the reference basis for solving the problem, so as to improve the management level of the real estate development in small towns and make the real estate development of small towns develop healthily and continuously. Management performance and industry performance can no longer meet the needs of the evaluation of the whole real estate industry in small towns. This paper adds two dimensions of environmental performance and people's livelihood performance. Firstly, this paper uses the performance evaluation index system of real estate development enterprises and real estate industry performance evaluation index system for reference, and sets up two dimensions of management performance and industry performance. Then according to the important links in the process of real estate development in small towns and the problems that appear in the important links, the corresponding indicators are set up, and according to the nature of the indicators, they are classified into two dimensions: environmental performance and people's livelihood performance. In order to form the evaluation index system of the four dimensions of business performance, industry performance, environmental performance and people's livelihood performance, the weight of the index is determined by AHP, and the correlation coefficient of the specific index is determined by the grey correlation degree method. The evaluation index system, analytic hierarchy process (AHP) and grey correlation method are the main parts of the performance evaluation system. In the empirical part, the real estate development in Nanhe Town is investigated on the spot, and the corresponding indicators are selected according to its characteristics. The evaluation result is high, which shows that the development is better. It is hoped that it can be used as a reference for the development of real estate in other small towns, and at the same time, it can also provide the basis for the policy making of the construction of small towns, not only to improve the weight of industry performance, environmental performance and people's livelihood performance. At the same time, it is also necessary to improve the scientific nature of industry policy formulation, to improve the comprehensiveness of solving environmental problems, and to improve the timeliness of solving livelihood problems. Real estate development is an indispensable content in the construction of small towns. The research on the real estate development performance of small towns can be used as a supplement to the new rural construction theory and the small town construction theory.
