郑州铁路局棚户区改造项目风险管理研究

【摘要】:近些年来,随着城市化进程的加快,城市中的棚户区逐渐不能满足社会政治进步、经济发展的需要,棚户区改造引起各省市注意,各省市逐步加快推进棚户区改造,河南省郑州市政府更是下发了《郑州市人民政府关于加快推进棚户区改造的意见》等,推进棚户区改造。位于郑州市中心陇海路与一马路交叉口的陇海路188号院,由于建设年代久远、设施陈旧、设计不合理、基础设备不完善等,是郑州市铁路局棚户区项目的重点。 本文通过对河南省郑州铁路局棚户区改造项目的实例分析,以风险管理理论知识为基石,对郑州铁路局棚户区改造项目风险管理问题进行分析和研究,主要内容包括以下三个方面的内容: 一是将郑州铁路局棚户区改造项目风险管理存在的缺陷和问题统一规划、研究。郑州铁路局棚户区改造项目是由郑州铁路局房地产综合开发总公司为主、河南国盛投资有限公司为辅的形式下共同合作开发,郑州铁路保障性安居工程建设指挥部担任本项目的指挥机构,运用“一级管理,两级核算,三过程实施”的风险管理方式进行管控,但在开发过程和风险管理中存在风险管理机制不健全、风险管理经费不足、风险管理意识淡薄等问题,部分问题影响到开发进度和效果。 二是运用专业知识识别项目中的关键风险点。运用失效模式即FMEA(影响分析法)识别郑州铁路局棚户区改造项目中的风险因素,从而得出项目的关键风险点。 三是结合关键风险点提出应对的措施和保障方法。郑州铁路局棚户区改造项目既需采取妥善安置拆迁户、寻求合作开发商、深化方案的设计等应对风险,又需增加管理资金的投入、建设以人为主体的责任机制、强化管理人员风险管理意识等方法,及早预防风险的发生和突变。 论文通过搜集房地产市场相关分析资料,并利用项目风险管理一般理论进行论述,结合房地产开发、管理的有关知识和前期工作经验,对郑州铁路局棚户区改造项目进行了系统的研究,得出以下结论:第一,在棚户区改造项目中,被列为最关键的风险因素莫过于拆迁风险;第二,辨别风险因素种类和内容是棚户区改造项目风险管理的关键;第三,采用有效的措施能够规避棚户区改造项目中的风险。
[Abstract]:In recent years, with the acceleration of urbanization, shantytowns in cities can not meet the needs of social and political progress, economic development, shantytown reconstruction has attracted the attention of provinces and cities, and provinces and cities are gradually speeding up the upgrading of shantytowns. The Zhengzhou Municipal Government of Henan Province even issued "the opinions of the people's Government of Zhengzhou City on speeding up the Transformation of shantytowns" to promote the transformation of shanty towns. It is located at 188 Longhai Road, located at the intersection of Longhai Road and the first Road in the center of Zhengzhou, Because of the old construction, obsolete facilities, unreasonable design and imperfect basic equipment, it is the focus of the shantytown project of Zhengzhou Railway Bureau. In this paper, the author analyzes and studies the risk management of the shantytown reconstruction project of Zhengzhou Railway Bureau in Henan Province, based on the theoretical knowledge of risk management. The main content includes the following three aspects:. First, unified planning and study of the defects and problems existing in risk management of the Zhengzhou Railway Bureau's shantytown reconstruction project. The Zhengzhou Railway Bureau's shantytown reconstruction project is dominated by Zhengzhou Railway Bureau Real Estate Comprehensive Development Corporation. In the form of Henan Guosheng Investment Co., Ltd., under the form of joint cooperation and development, Zhengzhou Railway supportable Residential Project Construction Command acts as the command organ of the project, using "level one management, two-level accounting," The risk management mode of "three process implementation" is controlled, but in the development process and risk management, the risk management mechanism is not perfect, the risk management funds are insufficient, the risk management consciousness is weak, and so on. Some of the problems affect the progress and effectiveness of the development. The second is to identify the key risk points in the project by using professional knowledge, and to identify the risk factors in the reconstruction project of the shantytown of Zhengzhou Railway Bureau by using the failure mode, I. E. FMEA (impact Analysis method), so as to obtain the key risk points of the project. The third is to put forward the corresponding measures and safeguard methods in combination with the key risk points. Zhengzhou Railway Bureau shantytown reconstruction project should take appropriate resettlement and demolition of households, seek cooperative developers, deepen the design of the plan, and so on. It is also necessary to increase the investment of management funds, build the responsibility mechanism with people as the main body, and strengthen the risk management consciousness of managers, so as to prevent the occurrence and mutation of risks as soon as possible. Through collecting the relevant analysis data of the real estate market and using the general theory of project risk management, this paper combines the relevant knowledge of real estate development and management and previous work experience. This paper makes a systematic study on the shantytown reconstruction project of Zhengzhou Railway Bureau, and draws the following conclusions: first, it is listed as the most critical risk factor in the shantytown reconstruction project, and secondly, the risk of demolition is the most important risk factor. Identifying the types and contents of risk factors is the key to risk management of shantytown reconstruction projects. Thirdly, adopting effective measures can avoid the risks in shantytown reconstruction projects.
