公共租赁住房补贴标准与保障边界的研究

【摘要】:作为一种政策性租赁房,公共租赁住房是在我国城镇化加速推进,房地产市场价格持续上涨,住房保障覆盖面较窄,住房问题凸显的背景下提出的,旨在解决“夹心层”人群的住房问题,衔接各类保障性住房,衔接普通商品房与保障性住房,完善现有住房保障体系。然而公租房的补贴模式如何有效选择?其补贴标准与保障边界如何确定?如何与各类保障性住房、普通商品房进行有效衔接?这些问题决定着公租房政策实施的效果,解答这些问题有助于完善公租房政策、住房保障体系,具有很好的现实指导意义。 本文以住房补贴模式为突破口,通过构建数理模型,研究公租房的补贴标准与保障边界,进而构建出以公租房为主体的租赁式住房保障体系。得出的核心结论如下:首先,在保障对象判定方面,建议政府改变现有以居民收入和居住面积的判定方式,以租金收入比或月还款额收入比指标,并结合居民的原有居住面积,判定保障对象。其次,在补贴模式选择方面,政府应依据保障对象的住房可支付能力强弱以及保障对象的住房消费偏好,采用不同形式的住房补贴模式。具体而言,对于租金收入比大于0.72的保障对象,政府应采用实物配租模式;对于租金收入比小于0.72且偏好于租房消费的保障对象,政府应采用货币配租模式:对于月还款收入比大于0.5且偏好于购房消费的保障对象,政府应采用限定价格、面积形式;对于月还款收入比小于0.5且偏好于购房消费的保障对象,政府应采用税收减免、贴息等形式。另外,在补贴标准制定方面,对于廉租房的保障对象,政府应通过收取具有象征意义的租金,给予较大的住房补贴;对于公租房的保障对象,无论保障对象采用哪种补贴模式,政府应以公平原则,建立反梯度、多层次的合理补贴体系,若采用货币配租模式,则补贴上限为补贴比例为58%。此外,在保障边界界定方面,政府应根据财政负担能力与居民的住房可支付能力强弱界定住房保障边界。具体而言,在财政负担较重时,可调低保障边界的上界或降低补贴上限,从而减少住房保障支出;在财政负担较轻时,反之。最后,在租赁式住房保障体系构建方面,建议政府取消经济适用住房制度,将经济适用住房纳入到公租房保障体系,根据保障对象的住房消费偏好,给予不同形式的住房补贴。
[Abstract]:As a kind of policy-oriented rental housing, public rental housing is put forward under the background of accelerating urbanization, rising real estate market prices, narrow housing security coverage and prominent housing problems. The purpose is to solve the housing problem of "sandwich layer" people, connect all kinds of affordable housing, connect ordinary commercial housing with affordable housing, and perfect the existing housing security system. However, how to choose the subsidy mode of public rental housing effectively? How to determine the subsidy standard and safeguard boundary? How with all kinds of affordable housing, ordinary commercial housing for effective convergence? These questions determine the effect of the implementation of public rental housing policy. To answer these questions is helpful to improve the public rental housing security system and has a good practical significance. This article takes the housing subsidy pattern as the breakthrough, through constructs the mathematical model, studies the public rental housing subsidy standard and the safeguard boundary, then constructs the rental housing security system with the public rental housing as the main body. The core conclusions are as follows: first, In the aspect of judging the object of security, it is suggested that the government should change the existing method of judging residents' income and living area, and judge the object of protection by the ratio of rent income or monthly repayment income, and combining with the original living area of the residents. In terms of the choice of subsidy mode, the government should adopt different forms of housing subsidy model according to the housing affordability of the guaranteed object and the housing consumption preference of the guaranteed object. For those whose rent income ratio is greater than 0.72, the government should adopt the physical rent allocation model, and for those whose rent income ratio is less than 0.72 and prefers to rent and consume, The government should adopt the pattern of money matching rent: for the guarantee object whose monthly repayment income ratio is greater than 0.5 and prefers to purchase house consumption, the government should adopt the limited price and area form, and for those whose monthly repayment income ratio is less than 0.5 and prefers to purchase house consumption, The government should adopt the form of tax relief and discount interest. In addition, in the aspect of setting the subsidy standard, the government should pay a larger housing subsidy by collecting symbolic rent. For the public rental housing security object, no matter which kind of subsidy mode the guarantee object adopts, the government should establish a reasonable subsidy system with anti-gradient and multi-level according to the principle of fairness. If the monetary rent allocation model is adopted, the subsidy upper limit will be 58%. In addition, With regard to the definition of the safeguard boundary, the government should define the housing security boundary on the basis of the financial affordability and the affordability of the residents. Specifically, when the financial burden is heavy, the upper boundary of the safeguard border may be lowered or the upper limit of the subsidy may be reduced. In order to reduce the expenditure on housing security; when the financial burden is relatively light, on the contrary. Finally, in the construction of the rental housing security system, it is suggested that the government should cancel the affordable housing system and bring the affordable housing into the public rental housing security system. According to the housing consumption preference of security objects, different forms of housing subsidies are given.
