我国房地产宏观调控政策与政府责任探析

【摘要】:1990年国务院颁布55号令,即《中华人民共和国城镇土地使用权出让和转让暂行条例》,标志着我国房地产行业进入快速发展阶段。我国房地市场总体发展时间不长,,并且与其他国家的发展模式也不尽相同。世界发达国家在经历了长期的发展过程后才形成了今天比较完善的房地产市场,而我国的房地产市场发展则伴随着我国经济的快速发展和经济体制的转轨。然而,我国的房地产市场在快速发展的过程中出现了较多问题。因此,房地产调控政策在支持房地产市场发展、改善民生、平抑房价、促进国民经济健康发展等方面应当发挥积极作用。政府作为房地产调控的主体,应当担负起保障房地产市场平稳发展的责任。本文以房地产宏观调控政策为研究对象,采用理论分析与实证分析相结合的研究方法,并结合我国房地产行业特征以及我国目前对于房地产市场在宏观调控战略部署下的需求情况,研究我国房地产市场在国家宏观调控政策的运行过程,探讨政府在房地产调控中的责任。 本文共分为五部分,第一部分为绪论,介绍了文章选题的背景、意义、相关文献综述及研究框架;第二部分对房地产调控政策的理论基础进行了分析;第三部分分析了国外一些国家房地产调控的措施和经验,对我国房地产调控的历史进行了总结和分析,并对我国房地产发展和调控所存在的不确定性进行了梳理;第四部分探讨了我国房地产调控中政府责任的实现路径;第五部分为结论部分。
[Abstract]:In 1990 the State Council issued 55 orders, namely "People's Republic of China urban land use right transfer and transfer of the Provisional Regulations", marking China's real estate industry has entered a rapid development stage. The time the overall market development of China's real estate is not long, and the mode of development in other countries are not the same. The developed countries in the world has experienced a long development process before the formation of today's real estate market is relatively perfect, but our country real estate market development is accompanied by the transition of China's rapid economic development and the economic system. However, the real estate market of our country there are many problems in the process of rapid development. Therefore, the real estate control policies in support of the development of the real estate market, improve people's livelihood, stabilize prices, promote the healthy development of national economy should play a positive role. As a main body of real estate regulation of the government, should assume low-income housing. Production and stable development of the market responsibility. Based on the real estate macro-control policy as the research object, using the research methods of combining theoretical analysis and empirical analysis, combined with the characteristics of China's real estate industry and China's current demand for macro-control in the strategic deployment of the real estate market of China's real estate market in operation the process of the national macro-control policy, discuss the responsibility of the government in the real estate regulation.
This paper is divided into five parts, the first part is the introduction, introduces the background, significance, literature review and research framework; analyzed the theoretical foundation of the second part of the regulation on real estate policy; the third part analyzes the measures and experience of some foreign countries, the regulation of real estate, on China's real estate regulation history is summarized and analyzed, and on China's real estate development and regulation of the uncertainties carried out; the fourth part discusses the realization path of government responsibility in China's real estate regulation; the fifth part is conclusion.
