我国房地产政策的演变与调控绩效

【摘要】:科学高效的房地产政策对促进房地产健康稳定发展,不断满足人民群众的多元化居住需求具有重要意义。1998年以来,我国开始对房地产进行密集的宏观调控,但房价整体呈现"越调越涨"的态势,调控效果和预期存在较大差距。政策的制定和实施是政策的主体与客体之间的动态博弈过程,忽视任何一方的反应都有可能使政策效果偏离政策目标,因此,在制定房地产调控政策时应充分听取地方政府、房地产商、银行和购房者等博弈主体的意见,使各方的利益能够得到兼顾。同时,应尽快筹划开展全国住房状况普查工作,并形成规范化的动态更新制度。
[Abstract]:Scientific and efficient real estate policy is of great significance to promote the healthy and stable development of real estate and to continuously meet the diversified housing needs of the people. Since 1998, China has begun to carry out intensive macro-control of real estate. But the whole house price presents the trend of "more adjustment and higher increase", and there is a big gap between the effect of regulation and the expectation. The formulation and implementation of the policy is the dynamic game process between the subject and the object of the policy. Ignoring the reaction of either party may cause the policy effect to deviate from the policy objective. Therefore, when formulating the real estate regulation policy, we should listen to the opinions of local governments, real estate developers, banks and homebuyers, etc. At the same time, we should plan and carry out the census of the national housing condition as soon as possible, and form a standardized dynamic renewal system.
